intends to negotiate sole source with Pulse Engineering, Inc., of
Beltsville, Maryland. The contract will provide for one model of Fixed
Plant Adapter (FPA). A total quantity of nine Pulse Engineering, Inc.,
Model 3023A-R FPA are anticipated. These are for delivery by the
contractor to different sites within thirty days of contract award.
This model of FPA is ancillary to facilitate installation and support
the KG-194 Communications Security (COMSEC) device and is provided with
a redundant power supply. This FPA has met NACSIM 5100A TEMPEST
standards. An agency determination was made by the user agency and by
GSA through Certified TEMPEST Technical Authority (CTTA) Officers that
TEMPEST is a requirement. This FPA also meets other unspecified CTTA
and agency installation engineering criteria. This acquisition is being
conducted under authority of 41 U.S.C. 253(c)(1) ''Only one responsible
source and no other supplies or services will satisfy agency
requirements.'' Interested parties who can provide a KG-194 COMSEC
device FPA with redundant power supply are requested to respond in
writing to the Contracting Officer within 45 days of publication of
this notice. Written responses must contain price information and
specifications for the KG-194 compatible TEMPEST FPA device offered and
detailed documentation to establish a bonafide capability to meet the
stated requirement. No solicitation document exists. Therefore,
requests for such documents will be considered invalid responses. The
Government shall be the sole determiner of its minimum needs. All
responsible sources may submit a response which will be considered by
the agency. If no affirmative written responses to this notice are
received, negotiations will be conducted with Pulse, Engineering, Inc.
A determination by the government not to compete this requirement
based upon responses to this notice is solely within the discretion of
the Government. Specifications and engineering drawings are not
available for this device. A substantial initial investment or an
extended period of preparation for manufacture is required to make this
