Measurements, Inc., a contractor to the Nevada Operations Office of the
U.S. Department of Energy, is seeking a partner to collaborate in the
final design and subsequent manufacture and commercialization of EDITS.
The Environmental Data and Instrument Transmission System - EDITS - an
instrument used for emergency radiological monitoring, has been
developed to reduce the time required to get field monitoring
measurements into the hands of decision makers and to decrease the
chance of human error involved in collecting and reporting radiological
information during a crisis. EDITS was developed for the Federal
Radiological Monitoring and Assessment Center (FRMAC) to use during
radiological emergencies, but the portable system may have a variety of
potential uses. EDITS is a self-contained, knapsack-sized unit which
includes on-board non-volatile memory, global positioning system
receiver, and a transmitter linked to a central data collection unit.
EDITS is adaptable to a wide range of sensors which can be attached
externally. EDITS collects and stores the data automatically, including
sensor reading, position, and time, then transmits it to the control
center. EDITS can also be polled by the control center to verify the
location of each data-gathering unit. EDITS has been fabricated in
prototype form and has been successfully demonstrated in field trials
in this form. The DOE Nevada Operations Office is seeking commercial
partners to optimize the design for manufacturability on a cost-shared
basis (no DOE funds will accrue to the commercial partner) and then to
manufacture and sell the unit. It is anticipated that the partner will
participate in a CRADA for the optimization effort, then will
negotiate a license for manufacture and sale. The successful partner
will be expected to demonstrate the proven ability to manufacture and
sell EDITS and will have knowledge and experience in the areas of
environmental and/or radiological monitoring instrumentation. A formal
Request for Proposal may be issued, addressed to respondents to this
solicitation of interest received no later than June 1, 1995. For more
