Transportation Systems Center has a need for a Hewlett Packard
Multi-Format Communications Signal Simulator Model 50 System or equal
to expand the Center's capability to simulate sources of GPS
interference. The signal source shall meet the following requirements:
1. Generate multiple channels of interference from 800 MHZ to 2 GHz.
2. Generate signals as high as 0 dBm and down to -70 dBm. 3. Generate
signals with various modulation patterns, including frequency,
amplitude, pulsed, BPSK, PI/4DQPSK, MSK and FSK. 4. Generate user
defined waveforms. 5. Generate signals with a bandwidth up to 50 MHZ.
6. Generate from 1 to 100 channels within a 25 MHZ bandwidth with
variable channel spacing and with combinations of channels on, off, or
modulated. 7. Generate signals with a bit rate from 1 kHz to 10 MHz
with a signal length of 4 msec repeating. 8. This equipment must have
a manual and a computer (IEEE-488) interface. 9. This equipment must
allow for automated tests similar to those now being performed. PC
based software must be provided which allows the user to select and
execute an interference scenario and then without manual intervention
execute another DOS data colection program, vary scenario parameters
(such as peak power and carrier frequency) and then execute the data
collection program again. Material to be delivered to the Volpe Center
within 14 weeks of contract award. In the absence of responses from
firms who can demonstrate their capability to perfrom this requirement,
the Volpe Center intends to negotiate with Hewlett Packard Co. on a non
competitive basis for the item described above. The authority for this
action is 41 U.S.C. 253 (c)(1). All responsible sources may respond to
the synopsis and all responses will be fully considered by the agency.
Interested firms are asked to submit 2 copies of descriptive
literature on the above item to the contracting Officer within 15 days
from the published date of this notice in the Commerce Business Daily.
No contract will be made on the basis of offers/proposals received in
response to this synopsis since this notice is not a request for
offers/proposals See numbered Note 22. Responses must reference
Procurement Request No. 53-127. For Minority Women-Owned and
Disadvantaged Business Enterprises: The Department of Transportation
(DOT), Office of Small and Disadvantaged Business Utilization (OSDBU),
has a program to assist minority, women-owned and disadvantaged
business enterprises to acquire short-term working capital for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates to provide
accounts receivable financing. The maximum line of credit is $500,000.
