Supply Center/Norfolk Detachment Washington D.C. has a requirement in
support of the Office of Naval Intelligence. The Government intends to
acquire all hardware, software, delivery, installation, maintenance
and services in support of an open system architecture, turn key dual
law enforcement telecommunications message switching system and
electronic mail host. The system must include a UNIX based central
processing unit (CPU). The system must interface with existing wide
area network (WAN) and local area network (LAN) connections.
Procurement will include first year hardware and software maintenance
with four option years for maintenance support. The Government may
require continued performance of any services within the limits and at
the rates specified in the contract. These rates may be adjusted only
as a result of revisions to prevailing labor rates provided by the
Secretary of Labor. The option provision may be exercised more than
once, but the total extension of performance hereunder shall not exceed
6 months. The Contracting Officer may exercise the option by written
notice to the Contractor within the period specified in the schedule,
in accordance with FAR 52.217-8. The proposed contract is being
considered as a 100 percent set-aside for small business concerns, as
defined by FAR 52.219-6. Interested Small Businesses should provide the
contracting officer as early as possible, but not later than 15 days
after this notice, evidence of their capability to perform the
contract, and a positive statement of their eligibility as a small
business. If adequate response is not received from small business
concerns, the solicitation will instead be issued, without further
notice as: Unrestricted. Therefore, replies to this notice are also
requested from Large Business concerns. Award will be made to the
lowest priced, technically acceptable offeror. The SIC Code is 5045 and
