Secretary of the Navy (Safety & Survivability) (OSN (S&S) is tasked to
make immediate improvements to operational safety and combat
survivability for all Navy surface, air, shore, and Marine Corps
commands. The approach is to use commercially available, non-
developmental equipments and technologies that satisfy requirements for
personnel protection, damage control, fire fighting, passive and active
fire protection, hazardous chemical environments, ballistics protection
and high energy level (nuclear and other) exposure. To ensure rapid
Fleet availability and safety, such items are pre-tested (frequently at
government expense) and certified for use prior to award. This notice
publicizes for informational purposes only those equipments, materials,
and technologies that have met qualification requirements and have
received interim certifications for operational use. This is not an
official endorsement. The following is a listing of such items
qualified within the past six months: (a) Relay Operated Battle Lantern
Battery Re-Charging Conversion Kit, P/N SYM 101.P3RK, Roflan
Associates, Inc., 66 Lowell Junction Road, Andover, MA 01810-5916,
APPLICATION: Provides energy efficient emergency lighting throughout
the ship during loss of power. It provides a burn time of approximately
4 hours when fully charged, provides a re-charge time approximately 12
hours from full discharge to full charge, is equipped with a device
e.g. a LED to indicate when the unit is fully charged or in the
charging mode, is easily stored within the space alloted for battle
lantern repair parts, requires minimal maintenance time to test and
inspect weekly, requires minimal training (approximately 30 minutes)
for installation and testing, and is designed to operate quickly
(within approximately 3 seconds) in emergency situtation. For the sake
of brevity, other items that have previously received qualification
requirments are not included herein. A listing of those items is
available upon written request to the OSN (S&S). The above listing
remains open for the inclusion of additional products meeting the
necessary qualification requirements. Potential offerors who have
off-the-shelf equipments, materials, or technologies in the above
mentioned areas of operational need, that are available for immediate
assessment to determine if they meet Navy Safety and/or combat
survivability needs should submit manufacturer's information to the
Office of the Secretary of the Navy (Safety and Survivalility), Crystal
Plaza 5, Room 162, 2211 Jefferson Davis Highway, Arlington, Virginia
22244-5107 referencing the synopsis within 30 days of appearance of
this notice in the Commerce Business Daily. Information submitted
should be pertinent to this synopsis only. Acknowledgement of receipt
and intent to evaluate responses will be made as time permits. This is
not a request for development proposals. Any information provided by
potential offerors should be forwarded at no cost to the Government.
Proprietary information should be designated as such. Submissions
should include available technical, operational and cost data. Offerors
are advised of the potential for destructive testing of items during
the operational assessment. The Navy shall not be obligated to pay for
such items if damaged or destroyed. This notice is not a solicitation
for bid and will not necessarily, but can result in a contract award.
A product receiving certification that meets certain qualification
requirments would be a candidate for procurement under separate
