SHORT TERM CONCEPT STUDIES RELATING TO ADVANCED, STATE-OF-THE-ART
ELECTRONIC WARFARE (EW) SYSTEMS FOR SURFACE COMBATANTS Sol Number

602-7900, Fax. 703 602-4770. The Program Executive Office for Theater
Air Defense, Integrated Ship Defense System, (ISDS) PEO(TAD)-D, is
seeking proposals (technical and cost) for short term concept studies
relating to advanced, state-of-the-art EW systems for potential use on
new construction and backfit on selected surface combatants. Potential
offerors will be provided a Technical Guidance Package (TGP) that
outlines the NAVY's general surface EW requirements. Potential offerors
will be provided access to documentation related to the Advanced
Integrated Electronic Warfare System (AIEWS) including the Mission Need
Statement (MNS), a Draft Operational Requirements Document (ORD), a
synopsis of the Cost and Operational Effectiveness Analysis (COEA),
Threat Assessment Document NTIC TA #14-94, and several Navy laboratory
studies/reports on related issues (such as advanced Electronic Support
(ES) and Electronic Attack (EA) subsystem requirements, combat system
doctrine, and integration requirements for AIEWS and combat systems).
Potential offerors must possess a Secret security clearance in order to
obtain access to these document as discussed below. The objectives of
this study effort are to define the critical characteristics and
capabilities of a shipboard EW system consisting of ES, EA, and Control
and Processing subsystems that support ISDS and other surface combatant
requirements, to identify the most promising system/subsystem concepts,
to demonstrate that the technologies critical to the most promising
system/subsystem concepts pose minimal cost, performance and schedule
risk, and to provide information to assist the Navy in defining a low
risk, cost-effective, phased development plan for the most promising
system concept that would introduce sub-system improvements to backfit
and forward fit surface combatant platforms. Tasks to be performed
under any contract awarded pursuant to this BAA include, but are not
limited to: (1)analyze critical threat requirements, combat system
requirements, and environmental factors that drive system performance;
(2) analyze system/subsystem performance capabilities that would be
gained (or foregone) by pursuing any of a proposed set of alternative
approaches; (3) analyze the strengths and weaknesses of the alternative
approaches relative to the current and projected threat environment;
(4) conduct cost, schedule and performance trade-off studies, and
provide life-cycle cost estimates for the most promising system
concept; (5) conduct risk mitigation that may include critical
contractor experiments or demonstrations of NDI components, modules, or
portions of sub-systems; (6) provide a recommended approach for
complying with Secretary of Defense and the ASN(RD&A) policy on
specifications and standards reform; (7) provide a recommended approach
for conducting logistics support, reliability, maintainability, and
training; (8) provide a recommended approach for developing software,
including proposed higher order languages, supportability, and metrics
for estimating size of software development efforts; (9) recommend
areas in which Navy/industry cooperation would benefit; and (10)
examine innovative engineering and manufacturing processes that should
be considered, including any associated risk areas. Deliverables under
the effort shall include a draft system specification of the most
promising system concept, risk and cost analyses reports, documentation
of any test results, and a final report summarizing all findings and
recommendations. The Security Level of the contract deliverables will
be Secret. Proposals will be evaluated and selected for award based on
a Technical/Cost trade-off analysis in accordance with the following
evaluation criteria which are listed in descending order of importance.
When combined, the Technical criteria becomes significantly more
important than cost. (1) Overall technical merit of the proposed
approach. (2) Clarity of definition of the performance, schedule, and
cost risks, and proposed risk mitigation plans. (3) The qualifications
and experience of the offeror and the proposed study team in EW
systems/subsystems and Combat systems technology. (4) The quality of
the Management Plan. (5) Effective use of innovative concepts and
techniques for improved reliability, maintainability, and training. (6)
Effective implementation of specifications and standards reform. The
Technical Proposal, exclusive of resumes, shall be no more than one
hundred (100) pages and will be evaluated only on one hundred pages.
The Technical Proposal may be incorporated by reference into any
resultant contract, and may serve as the basis for the work to be
accomplished. Each task description shall be written to facilitate
evaluation and acceptance without the need for major rewrites if
incorporated into the resultant contract. The Technical Proposal shall
include a program milestone chart that includes a detailed list of
tasks and subtasks and the duration of same. The Cost Proposal shall
accurately reflect the financial plan for accomplishing the proposed
technical effort. Cost data shall be broken down to show all costs
expected to be incurred under the contract. Provide three (3) hard
copies and one (1) electronic copy in WordPerfect 5.1 of the Technical
and Cost Proposals to Naval Sea Systems Command, Attn: LCDR (Sel) Kim
Fulca, Code 02544C, Naval Sea Systems Command, 2531 Jefferson Davis
Hwy, Arlington, VA 22242-5160 by 1400, 19 July 1995. Organizations
wishing to participate in this program must respond to the POC in
writing by 9 June 1995 requesting the TGP. The Navy Acquisition
Research and Development Information Center (NARDIC) in Crystal City
will provide the TGP to potential offerors after verification of secret
facility clearance. Contact Louise Rice 703 602-9057 during normal
working hours to make arrangements for pick-up of the TGP. Clearances
will be verified before release of any documentation. A reading room
has been established at the Naval Research Laboratory, 4555 Overlook
Ave., S.W., Washington D.C. 20375-5339, that contains background
documentation that may be useful in understanding ongoing Navy EW
developmental efforts. The reading room will be available during normal
working hours until 12 May 1995. Access to the reading room will be by
appointment only to representatives of organizations that have
requested the TGP and provided security clearances. Contact for

will be provided as GFI to the successful offeror(s). No copies of this
material will be provided to offerors during proposal preparation.
Successful/unsuccessful offerors will be notified within 90 days of
proposal submission. The Government intends to award multiple contracts
not in excess of $750,000 per award and an anticipated period of
performance of nine months. All material submitted to PEO(TAD)-D
resulting from contracts awarded under this announcement shall be
considered Government property, and the Government requires unlimited
data rights to this material. Specific deliverables, delivery schedule,
and contract type will be negotiated with the successful offerors.
There will be no formal request for proposal (RFP) or other
solicitation request for this BAA. The Government expects to award
contracts under this BAA during the fourth quarter of FY 95. This
constitutes a BAA in accordance with FAR 6.102(d)(2)(i). All
responsible sources may submit an offer which will be considered.
