and Operation of DoD Chemical Propulsion Information Analysis Center
(CPIA) to be awarded for a three (3) year period with option to extend
for one additional two (2) year period. Contractor shall be
responsible for collection, review, analysis, appraisal and summary of
information related to research and development of military
applications of chemical, electrical, and nuclear propulsion Scientific
and Technical Information (STI) applied to missile, space vehicla, and
gun technologies within the scope of CP:IA. Primary users are
scientists, engineers, and technicians engaged in scientific and
engineering programs for DoD. Other users include other U.S. Gov't
Agencies and their contractors and the Private Sector consistent with
security and other limitations on the Center's information. Specific
areas of interest include but are not limited to: (1) hardware items,
including solid, liquid, hybrid, airbreathing, electrical and nuclear
propulsion systems and components; (2) components, including cases,
nozzles, thrust vector control/thrust magnitude control systems, gas
generators, propellant grains, insulators, restrictors, liners,
primers, igniters, injectors, baffles, fuel management systems,
propellant tanks, turbopumps, thrust chambers, ramburners,
flameholders, inlets, electrodes, gun tubes and breeches, propellant
actuated devices, propellants, fuels and inert and energetic
ingredients; (3) technology areas, including ingredient synthesis;
manufacturing, fabrication, processing, and characterization;
thermochemistry; steady-state, transient, unstable, subsonic and
supersonic conbustion; detonation; physical, chemical, thermodynamic,
mechanical and ballistic properties of oxidizers, binders,
plasticizers, stablizers, burning rate modifiers, propellants, fuels,
pyrotechnics, and explosives; interior and terminal ballistics; fluid
dynamics; reacting flows; analytical and diagnostic test procedures;
performance prediction and measurement; health montitoring and control;
nondestructive evaluation; service life; reliability; life-scope costs;
safety; occupational and explosive hazards; insensitive munitions;
environmental protection; exhaust plume flow fields and signatures;
propellant processing and manufacturing; structural integrity and
reliability analysis and verification; mechanical behavior and
characterization; thermal analysis and heat transfer; system and
mission analyses; and material applicable to missiles, space vehicles,
and guns. In addition, the contractor shall provide support to the
Joint Army-Navy-NAVA-Air Force (JANNAF) Interagency Propulsion
Committee (IPC). The contractor must have the capability to prepare
authoritative technical reference works including software, databases,
technical handbooks, State-of-the-Reports, critical reviews,
technology assessments and respond to technical and bibliographic
inquiries. The contractor who operates the center will employ a full
time resident staff, knowledgeable in the subject areas and in those
disciplines related to the operational requirements of the center.
Sources must have the capability of a full-service Information Analysis
Center located in a research and development laboratory with immediate
access on a part-time as needed basis to scientific and engineering
expertise in the range of subjects and dicciplines within the Center's
scope of work and whose expert's primary assignments are research and
development in the required disciplines. The issue date for the
solicitation SPO900-95-R-1003 is on or about 29 Jun 95. To request a
