TECHNOLOGY REINVESTMENT PROJECT - THIS is a PROGRAM ANNOUNCEMENT. The
Fiscal Year 1995 solicitation for the Technology Reinvestment Project
(TRP) is released today, May 12, 1995. The TRP is a dual-use technology
program, led by the Advanced Research Projects Agency of the Department
of Defense, that leverages commercial technological progress for the
benefit of the US military. The solicitation requests TRP Technology
Development and Small Business Innovation Research (SBIR) Phase I
proposals in the following 8 dual use technology focus areas: (1)
Affordable Advanced Controls Technologies, (2) Affordable Polymer
Matrix Composites For Airframe Structures, (3) Biological Sensors And
Multi-Organ Diagnostic Screening, (4) Digital Wireless Communications
And Networking Systems, (5) Operations Other Than War/Law Enforcement,
(6) Small Precision Optics Manufacturing Technology, (7)
Microelectromechanical Systems (MEMS) Applications, (8) Other: All
proposals in technology areas other than 1-7 will be competed as a
separate, highly competitive category. The total funds expected to be
available for Technology Development and SBIR Phase I projects are $160
million and $10 million, respectively. Proposals are due JUNE 29, 1995.

must obtain BOTH the TRP solicitation (No.SOL95-04) and the ''Program
Information Package for Technology Reinvestment Project FY 1995
Competition'' (PIP), which has a BLUE and white cover and is dated Fall

this actual competition is different from the planned one which was
announced on October 21, 1994 in the CBD. The major changes are as
follows: (1) The Regional Technology Alliance and Manufacturing
Education and Training competition areas are CANCELED. (2) 5 of the
original technology focus areas have been ELIMINATED, leaving the 8
listed above. (3) The total funds available for Technology Development
projects has been reduced from $250 million to about $160 million.
