Design and develop an advanced frequency discriminating EM sensor based on state-of-the-art wide bandwidth low power electronics and fiber otpics interconnections to minimize perturbations to the measured field. The design and fabrication will enhance the capabilities of the EMPM by providing real time frequency band information as well as reducing the size and power requirements of the monitoring system. A read library containing technical information relating to this acquisition is available for review by potential offerors at Rome Laboratory/ERST, 525 Brooks Road, Griffiss AFB, NY 13441-4505. An Ombudsman has been appointed to hear significant concerns from offerors or potential offerors during the proposal development phase of this acquisition. Routine questions, such as clarifications of the Statement of Work or the terms and conditions, are not considered to be ''significant concerns'' and should be communicated directly to the Contracting Officer, Gary Mancuso, 315-330-1939. The purpose of the Ombudsman is not to diminish the authority of the contracting officer or program manager, but to communicate contractor concerns, issues, disagreements and recommendations to the appropriate Government personnel.
