Adamson, 217/373-7297. The Engineering Division, of the U.S. Army
Construction Engineering Research Laboratories (USACERL), requires the
Design and Implementation of a Test Bed for Investigating the
Application of Control Concepts to Nuclear Quadrupole Resonance (NQR)
Spectroscopy. The Contractor shall be required to build a functioning
nuclear quadrupole resonance spectrometer and demonstrate that it
works. In addition, the Contractor shall create a theoretical model
that explains the phenomena of closed loop feedback control. The
proposed procurement will be on a sole source basis IAW FAR 6.302-1.
The Contracts Office at USACERL, intends to negotiate a Short Form
Research Contract on a cost reimbursement basis with Pennsylvania State
University, for services available only from the original source in the
case of follow-on contracting for the continued provision of highly
specialized services when it is likely that award to any other source
would result in substantial duplication of costs to the Government that
is not expected to be recovered through competition. Request for
Proposal (RFP) DACA88-95-R-0025 will be issued on or about 29 May 1995,
with the closing date on or about 13 July 1995. The proposed contract
action is for services for which the Government intends to solicit and
negotiate with only one source under authority of FAR 6.302.
