EFFORT. The FHWA plans to enter into a sole-source cooperative
agreement with the Institute of Transportation Engineers (ITE), a
non-profit national association of engineers, to enhance the
state-of-the-practice for Traffic Management and Intelligent
Transportation Systems (ITS) within the traffic engineering profession.
The FHWA intends to work collaboratively with ITE on the development,
education, and certification of traffic engineering professionals and
team with national and international committees in the development of
standards and guidelines for traffic control systems using advanced
technologies. The FHWA believes the only way to meet the professional
development needs of the traffic engineering community in the areas of
ITS and traffic management is through a sole source agreement with
ITE. ITE is uniquely qualified for the following reasons: 1) ITE has
the most nationally developed traffic engineering council and committee
structure. 2) ITE has a proprietary central computer mailing list of
transportation professionals around the country and the world to draw
upon for dissemination of traffic engineering information. 3) ITE owns
the highly successful, copyrighted publication entitled ''A Toolbox
for Alleviating Traffic Congestion,'' which it can draw upon for the
traffic engineering community. 4) ITE has copyrighted publications on
standards for traffic engineering professionals such as those
referenced in the national manual on Uniform Traffic Control Devices.
5) Through its organizational structure, ITE has the unique ability to
utilize its membership in formulating input to national and
international organizations then disseminate the products and standards
to a broad range of professionals. 6) ITE is the nationally recognized
organization for traffic engineering professionals, it has a unique
ability to produce and disseminate guidance and best practice models on
traffic management programs that are recognized and accepted by a broad
constituency. Parties who believe they are qualified to conduct this
effort may identify their interest and capability by submitting a
qualification profile on or before the above cited due date. THIS
NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. However,
all profiles received on or before the above shown due date will be
considered by the government. Information received will normally be
considered solely for the purpose of determining whether to solicit
