Miller, Contracting Officer, 301/443-2475 In preparation for a major data collection initiative included in the President's FY 1996 budget request, the Public Health Service (PHS) has a requirement to develop a strategy to obtain comprehensive baseline and trend data on the public health infrastructure at national state and local levels. The strategy will be developed and implemented through an intergovernmental partnership and will build, to the extent feasible, on data already being collected. The comprehensive strategy will characterize the capacity and functioning of the full range of Federal, state, and local government agencies responsible for the health of the population, including (1) the provision of ''essential services'' of public health; (2) the persons providing these services; (3) expenditures relating to their provision; (4) revenue sources and uses, and (5) the extent to which population-based public health services cross-subsidize personal health care services and vice versa. This type of information is critical to assess the impact of rapid changes in the health care system on the public health infrastructure, and will serve as a comprehensive basis for the health services research in public health. All Contractor activities will be carried out in consultation with a steering group including representatives of PHS and state and local agencies whose participation will be essential to meet the project objectives. In close consultation with the steering group the Contractor will assess the need for and uses of public health infrastructure data by various parties; identify and evaluate current and prior data sources; promote consensus on typologies, definitions, and measurement concepts; and develop a scientifically sound and feasible approach for collecting and analyzing needed data. These activities will build on work that has already been accomplished in developing consensus definitions for essential public health services, evaluating public health performance, and obtaining information on public health expenditures. A pre-proposal conference will be held. The date, time, and place of this conference will be announced in the Request for Proposal (RFP). The anticipated period of performance is 18 months from the effective date of contract award.
