The Library of Congress requests proposals for a requirements contract for technical and expert assistance in performing operational improvement studies and other tasks directed to improving the Library's financial management, streamlining processes, optimizing resources and generally effecting more operational efficiency. The schedule and total deliverable personnel hours for the overall contract are indefinite. The offeror must be capable of providing technical assistance to support management with operational improvement tasks which include but are not limited to Process Analyses, Activity Based Costing, Strategic Planning, Requirements and Alternatives Analyses, Financial Management Improvements, Cost Accounting for Various Programs, Overhead Analyses and Recomputation, Pre-Audit Survey Assistance for an Audit of the Library's, Financial Statements, Post-Audit Resolution of Issues, Business Process/Reengineering Projects, Training in new business improvement processes and financial systems. The scope of this contract does not include formal audit and investigative services. Any task orders issued under this requirements contract are pending availability of funds.
