FOR THE NOGALES INTERNATIONAL WASTEWATER TREATMENT PLANT (NIWTP) SOL

The International Boundary and Water Commission, United States and
Mexico, United States Section (IBWC/US),requires the professional
services of an Architect and Engineering (A-E) firm for the development
of headworks allocation for the Nogales International Wastewater
Treatment Plant (NIWTP). A headworks allocation is a maximum amount of
a contaminant that can be received at the headworks of the treatment
plant from a permittee to the treatment plant and not upset the
treatment plant or the receiving waters or violate any of the
fundamental goals of a pretreatment program. The headworks allocation
is based on a mass balance for each pollutant of concern (accounting
for sludge, effluent, and load from residences). The NIWTP is an
aerated lagoon plant with an average daily flow capacity of 754 liters
per second (lps). The NIWTP receives wastewater from the City of
Nogales, Arizona, Rio Rico, Arizona and from Nogales, Sonora, Mexico.
Analytical test results of past and on-going studies at the NIWTP will
be made available to the Contractor. Work under this contract may
include work in Nogales, Sonora, Mexico. Work required under this
contract may also include as optional requirements: Evaluation of
existing pretreatment programs; sampling, testing and characterization
of domestic and industrial wastewater; development of industrial
pretreatment programs and preparation of National Pollutant Discharge
Elimination System (NPDES) Permits. The performance period for this
requirement is 240 days. A-E firms responding to this announcement will
be evaluated on the above requirements, including options, based on the
following criteria in descending order of importance: (1) SPECIALIZED
EXPERIENCE AND TECHNICAL COMPETENECE IN THE TYPE OF WORK REQUIRED;
evaluation will be based upon specific knowledge and experience in
developing headworks allocations. Due to the technical complexity of
this work assignment, it is important that the principal investigator
of the firm have substantial ``hands-on'' experience in developing
headworks allocations, consequently the principal investigator shall be
an engineer with direct experience as the lead engineer in performing
a headworks analysis for a metropolitan area generating greater than
6570 lps of domestic and nondomestic wastewater. The headworks analysis
developed under the qualifying experience shall have received at least
preliminary approval from U.S. Environmental Protection Agency (EPA),
and the experience shall include using EPA software tools such as
PRELIM and FATE in the actual development of headworks analysis for
such a metropolitan area; (2) PROFESSIONAL QUALIFICATIONS NECESSARY FOR
SATISFACTORY PERFORMANCE OF REQUIRED SERVICES; evaluation will be based
upon experience and qualifications of proposed key personnel of both
the A-E and proposed subcontractors, project coordination, time and
fiscal management skills, and value engineering proceses, A-E must be
registered by the Arizona State Board of Technical Registration; (3)
CAPACITY TO ACCOMPLISH THE WORK IN THE REQUIRED TIME; evaluations will
be based upon the impact this project will have on the firm's project
team, including consultants, projected workload during the anticipated
performance period, the firms history of successfully completing
projects in compliance with performance schedules, and a description of
all office automation equipment and software required for the
performance of the project; (4) PAST PERFORMANCE ON CONTRACTS WITH
RESPECT TO COST CONTROL, QUALITY OF WORK, AND COMPLIANCE WITH
SCHEDULES; evaluation will be based on government agency/private
industry past performance references in terms of cost control, quality
of work, compliance with performances schedules, and capacity of the
firm to accomplish several projects concurrently; (5) LOCATION IN THE
GENERAL GEOGRAPHICAL AREA OF THE PROJECT AND KNOWLEDGE OF THE
INTERNATIONAL LOCALITY OF THE PROJECT, INCLUDING NATURAL AND ARTIFICIAL
FEATURES. No other general notification to firms for other similar
projects performed under this contract will be made. Type of Contract:
Firm-Fixed Price, Indefinite Quantity, with a minimum guarantee of
$10,000.00. Those firms which meet the requirements described in this
announcement and wish to be considered, must submit completed SF 254
and SF 255 (November 1992 Edition) for their firm and each proposed
subcontract. Five (5) copies of the SF 254 and SF 255 are required. The
SF 255 must clearly indicate the office location where the work will be
performed and the qualification of the individuals and subcontractors
proposed to work on the contract and their geographical location. The
SF 255 should address the firm's capability to perform all services. Th
submittal must be received in this office no later than 3:30 P.M.,
Mountain Standard Time, on the 30th calendar day after the date of
appearance of this announcement in the Commerce Business Daily (CBD).
Should the due date fall on a weekend or holiday, the submittal package
will be due on the first workday thereafter. This is not a request for
