SURVEILLANCE FOR NEW POSTAL FACILITIES AND OTHER SERVICES SOL

303/220-6523. The scope of work may consist of preparation of complete
and preliminary designs, construction drawings, specifications, cost
estimates; assist the USPS during solicitation of proposals for
construction, and perform optional Title II services during
construction for surveillance; shop drawing review and approval; and
preparation of as builts for new and major repair & alteration projects
within the state of Alaska. A/E firms submitting their qualifications
will be evaluated using the following selection criteria: 1) Three (3)
or more architects registered in the state of Alaska, and two (2) or
more registered professionals in electrical, mechanical, structural,
and civil engineering disciplines; 2) Experience in the preparation of
construction documents utilizing standard plans; 3) Experience in
design/build projects as the owner's representative; 4) Ability to
provide high-quality services in construction administration as the
owner's representative; 5) Auto-CADD capabilities, current version; 6)
Experience in the design and construction administration of Postal
projects; and 7) Previous owners references. The selected A/E's may be
awarded subsequent services over a period of five (5) years subject to
project needs of the Postal Service and the A/E's availability of staff
knowledgeable in Postal work, firm workload, and the high quality of
A/E's performance on recent Postal projects. Award of additional
projects may be made without further solicitation for facilities
located within the geographical area noted above. Consideration will be
given to firms responding to this advertisement in accordance with the
instruction in the following order of preference: 1) within the
Anchorage metro area; 2) within the state of Alaska and 3) out of
state. A/E firms will be considered local only if their sole offices
are in the specified geographical areas or they have local branch
offices and all the architectural design, coordination, and management
of the projects will be performed in the local branch offices. There
is no restriction on the geographical location of consultants. Firms
that have the qualifications to perform the services described above
are invited to submit a completed SF 255, Architect-Engineer and
Related Services Questionnaire for Specific Projects, a completed SF
254, Architect-Engineer and Related Services Questionnaire, and a
completed SF 254 for each of it's proposed consultants to the office
shown above, and received no later than 3:00 PM June 12, 1995. Multiple
awards may be made from this solicitation. The selection will be
conducted by using the submitted SF 255 and SF 254's. Interested firms
with more than one office must indicate on their SF 255, the staffing
composition of the office in which the work will be performed. The
contract contains a requirement for firms to provide evidence of
current insurance of $200,000 of errors and omissions per claim.
Participation of Minority-Owned Businesses is a consideration in U.S.
Postal Service A-E selections. It is prohibited to pay any fee,
commission, percentage,or brokerage fee to any person or firm
contingent upon or resulting from award of a contract for this project.
No other general notification for this project will be made. Submission
of SF 254 and SF 255 by USPS mail (Express Mail, Priority Mail, or
First Class) is encouraged. Submissions will not be retained or
