classroom instruction of a course entitiled ''Safety Analysis
Prinicples and Techniques'' in accordance with a Performance Work
Statement which outlines topics of instruction and specific training
outcomes. Classroom instructors and developers must have a mix of
degrees: Bachelors Degree in behavioral program (e.g., human factors)
and in physical science from an accredited university. Contractor
developers must have a minimum of 1 year experience in training
development and the classroom instructors must have a minimum of 1 year
experience in classroom instruction (within the last 3 years). The
contractors classroom instructors must have a minimum of 4 years
experience (within last 10 years) in certification of US registered
aircraft. ALL OFFERS SUBMITTED MUST INCLUDE 3 COPIES OF THE TRAINING
CURRICULUM INCLUDING TIMES REQUIRED FOR EACH SUBJECT TAUGHT BY THE
CONTRACTOR, AND, INSTRUCTORS RESUMES. OFFERS RECEIVED WITHOUT THIS
TECHNICAL PACKAGE WILL BE CONSIDERED NON-RESPONSIVE AND ELIMINATED FROM
CONSIDERATION. Standard Industrial Classification Code is 8299 with a

Disadvantaged Business Enterprises: The Department of Transportation
(DOT) Office of Small and Disadvantaged Business Utilization has
programs to assist minority, women-owned and disadvantaged business
enterprises to acquire short-term working capital and bonding
assistance for transportation-related contacts. Loans are available
under the DOT Short Term Lending Program (STLP) at prime interest rates
up to $500,000 per contract to provide accounts receivable financing.
The DOT Bonding Assistance Program enables firms to apply for bid,
performance and payment bonds up to $500,000 per contract. DOT provides
an 80 percent guaranty on the bond amount to a surety against losses.
