Establishment and operation of a travel management Center for the US
Department of Agriculture (USDA) and the US office of special counsel
(osc) in Washington, DC. USDA has an estimated $14,263,036 in official
annual air ticket sales, 31,284 air tickets annually, 24%
International travel,99% participation in the travel charge card
program and requires a 0.74% rebate on official domestic air ticket
sales. Osc has an estimated $52,768 in official annual air ticket
sales, 143 air tickets annually, 3% International travel, 99%
participation in travel charge card program and requires a 0.58% rebate
on official domestic air ticket sales. This is a NO-COST contract, as
the Government does not pay for travel management Center services, but
rather the travel agency receives revenue through commissions
received. Osc requires ticket delivery twice daily or on an as needed
basis to its location in nwwashington, DC. USDA requires an off-site
facility located within 5 Miles of the USDA at 14th & Independence
Avenue, SW, Washington, DC and located NO further than two blocks from
a metro-rail stop. Travel agents must use the USDA Government
transportation system (GVTS) for billing all transportation tickets,
including providing magnetic tape or diskette reconciliation of the
GVTS account to the USDA office of financial management national
Finance Center. The GVTS is more complex than a gta in that the TMC
must take American express information, add certain agency specific
data (tape layout provided in Solicitation), generate a new magentic
tape or diskette which expands billing reconciliation to an
agency-by-agency basism and Forward the tape/diskette tot HE national
Finance Center (nfc) within 5 days of receipt. The GVTS must be
operational for testing purposes within 30 days prior to contract
start-up and must be operational on the first Day that the contractor
issues USDA tickets; otherwise, there is NO mechanism to pay the
contractor. Refunds to the USDA GVTS accounts must be processed within
5 business days from receipt of unused tickets. Ticket delivery is
required daily at 10:00 AM and 1:00 PM to approximately 41 offices in
Washington, DC and twice daily at 10:00 and 2:00 to Alexandria, VA soil
conservation service. Soil conservation has eight (8) Field offices
serviced by the Washington, DC TMC and ticket delivery must be provided
by guaranteed overnight delivery or prepaids at NO COST/charge to the
Government to: Georgia, Indiana, Kentucky, Maryland, Michigan,
Minnesota, Tennessee, and Wisconsin. Other NO-COST services shall
include: FAX approximately 50 copies ofitineraries/documents per Day to
interested parties/travelers throughout thecountry; issue tickets in
foreign currencies against gtrs with equivalent fares paid in US
dollars; and guaranteed overnight ticket/document delivery. The
Solicitation will be issued on or about may 26, 1995, and will Close on
or about June 29, 1995. The contract period will be November 1, 1995 or
date of award, whichever is later, through September 30, 1996 with four
