provide technical support services for the National Institutes of
Health, Office of Information Resources Management (OIRM), and NIH
Institutes, Centers and Divisions (ICDs) in achieving the NIH
Information Technology Centers of Excellence (ITCOE) Program. The
contractor shall conduct independent research, acquisition support and
assessments. The contractor shall perform tasks that fall within the
scope of the following three task areas: (1) Acquisition Planning,
Review, and Evaluation. This task area includes providing assistance to
NIH program personnel in the development of acquisition documents such
as Agency Procurement Requests and statements of work, participating
in the technical evaluation of complex acquisitions, and conducting
periodic reviews of the effectiveness and efficiency of specific
operation systems acquired by NIH: (2) IRM Strategic Planning and
Business Process Reengineering. This task area includes independent
review, evaluation, and validation of the effectiveness of high level
plans, strategies, and processes for achieving overall ITCOE
objectives, including the timely delivery of systems; and (3) IRM
Technology Support, Assessment, and Performance Measures. This task
area includes prototyping and proof of concept assessments,
telecommunication network design and training, and system operations
support. Technical Criteria includes but is not limited to the
following: (1) Technical Experience/Understanding (demonstrated
experience/understanding of the tasks to be performed in the categories
of the statement of work, (2) Experience of proposed personnel and
ability to meet changing requirements in a medical/research
environment, (demonstrated ability of proposed personnel to shift
support from one task category to another based on the scope, length
and depth of support services experience relative to this solicitation.
A significant aspect of this factor is the company's ability to perform
security risk assessments for computer information systems (
supercomputers, mainframe computers, and distributed systems.), (3)
Corporate Past Performance, (Performance on similar (i.e.
medical/research) support services with respect to quality, customer
satisfaction, timeliness, and cost efficiency.) and (4)
Facilities/Resources, (Adequacy of offeror's facilites, with particular
emphasis on supercomputers/mainframe computers, minicomputers and
distributed systems. This procurement will be conducted under full and
open, competitive procedures. The period of performance is a base year
with 2 (1) year options. Firms which believe they have the capability
to provide the aforementioned services are invited to submit a proposal

will be available approximately 15 days after publication of this
notice. Porposals will be due 30 calendar days after the solicitation
