Systems (ILSs) (including two Localizer, two Glides Slopes and two
Outer Markers), a Medium Intensity Approach Lighting System (MALS), a
Medium Intensity Approach Lighting System with Runway Alignment
Indicator Lights (MALSR) and foundations and aggregate plots for two
Runway Visual Range (RVR). Systems serving Runway 17R/35L. The work
also includes the installation of semiflush threshold fixtures,
transformers and cables in the existing Runway 17R and 35L threshold
bars; installation of underground power ad control cables to he
facilities; installation of government furnished fiberglass equipment
shelters; installation of concrete foundations; installation of
antennas and towers; installation of new aggregate shelter plot, access
roads, maintenance areas and walkways; refurbishing sections of an
existing access road; refurbishment of existing MS-20, towers and
platforms; and installation of radio equipment and remote monitoring
maintenance subsystem equipment. Estimated price range is between
$500,000.00 and $1,000,000.00. The proposed procuement is unrestricted

Business Utilization (OSDBU) has programs to assist minority,
women-owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. This is applicable to any eligible
prime or subcontract at any tier. The DOT Bonding Assistance Program
enables firms to apply for bid, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80 percent guaranty on
the bond amount to a surety against losses. Loans are available under
the DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
