ARDEC, is seeking sources with the capability of producing the XM217E1
Cartridge Case in quantities of 100,000 per year. Those responding
should have the capability to produce the described Cartridge Case
only, alternatives or substitutes will not be considered at this time.
The XM217E1 Cartridge Case is a 105mm deep drawn steel cartridge case
that is heat treated to meet the pressure requirements of the gun
system. The case will be used with ammunition for the M119 105mm
Howitzer. Typical gun pressures for extended range firing are
approximately 57,000 psi (3,930 bars). The cartridge case is
approximately 14.64 inches (372mm) long, 4.348 inches (110mm) diameter
at the head end tapering to 4.130 inches (105mm) diameter at the mouth
end. It has an extraction flange of 4.668 inches (118.5mm) diameter and
is .178 inches (4.5mm) thick. The head end accepts a percussion primer
at the center that is pressed into a .550 inch (14mm) diameter reamed,
with an external counterbored hole of .630 inches (16mm) diameter by
.079 inches (2mm) deep. The wall thichness at the head end is
approximately .180 inches (4.5mm); thinning to approximately .060
(1.5mm) at 4.7 inches (119mm) from the head end further thinning to
.039 inches (1mm) at the mouth end. The head thickness is approximately
.300 inches (7.6mm) thick and has an internal boss for the primer hole
(.300 inches (7.6mm)). The mouth end has external convex centering
beads that are .830 inches (21mm) apart the first being located .860
inches (22mm) from the mouth end. The required heat treatment is an
overall uniform heat treatment to achieve a hardness of Rockwell ''C''
Scale 34 to 42; a head and anneal to achieve a Rockwell ''B'' hardness
of 85 minimum from the center of the head to about mid head radius; and
a mouth anneal to soften the mouth end to a hardness of Rockwell ''B''
Scale maximum. The finish coating for the cartridge case consists of
electro- deposited zinc plate to a thickness of between .0003 and .0001
(.00762mm and .0254mm) with a chromate conversion coating. The chromate
conversion coating contains a dye to color the case ''olive drab''.
Finally, the case is coated with a wax emulsion on exterior surfaces
and the primer hole for shipment. Acceptance of the case is based on
successfully passing a ballistic firing test conducted by the
Government. Responses should include a brief but detailed explanation
of the operations and equipment on hand to accomplish those operations,
along with any experience in the manufacture of similar type cases.
