The F-15 System Program Office (SPO), Directorate of Development and Acquisition, is contemplating the acquisition of the Lot IX production buy of the AN/ALQ-135 Emitter/Jammer. The Northrop Corporation, Electronic Systems Division, is currently the only manufacturer for this system. The Lot IX acquisition is for a total of 63 shipsets of the Band 3 hardware with options for logistics support, engineering support, data, and other support as required. Production will be over 6 years of approximately 10 shipsets per year. The contract will be structured with a basic year production and 5 production options. The delivered Internal Countermeasures Set (ICS) must meet the following requirements: a. Be integrated with the AN/ALR-56C and AN/ALE-45, b. Be compatible with the TEWS Intermediate Support Station (TISS), c. Be compatible with the F-15C and F-15E aircraft. Deliveries of the AN/ALQ-135 Lot IX are approximately 10 shipsets per year to begin in April 1997 and end in March 2002. An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to communicate concerns during the proposal development phase of this acquisition. Potential offerors should use established channels to request information, pose questions, and voice concerns before resorting to the use of the Ombudsman.
