PKR-SSS-95-08. Part 2 of 2--A-- PROGRAM RESEARCH AND DEVELOPMENT
ANNOUNCEMENT (PRDA PKR-SSS-95-08) (3) Security Requirements: All
materials developed under this research effort will be UNCLASSIFIED. It
is possible that successful offerors will have access to classified
data and documents up to SECRET classification during the ATD. (4)
Other Special Requirements: (a) DO NOT SUBMIT PROPOSALS AT THIS TIME.
Offerors are strongly encouraged to submit one original of a not to
exceed ten (10) page white paper on their proposed research topic to Mr
Ralgh Urias, AL/HR (HSC/PKRH), Bldg. 578, Rm. 115N, 7909 Lindbergh
Drive, Brooks AFB, Texas 78235-5352, Phone (210) 536-5776. Two copies
of the white paper should be sent to Capt Robert Goerke, OL AL/HRGA,
2698 G ST, WPAFB, OH 45433-7604, Phone (513) 255-7774. White papers
must reference the above PRDA number. The white paper technical
proposal shall be formatted as follows: Section A: Title, period of
performance, cost of effort, and name of company; Section B: Task
Objective; and Section C: Technical Summary. Multiple white papers
addressing different research areas may be submitted by each offeror.
The purpose of this white paper is to preclude effort on the part of an
offeror whose proposed work is not of interest to the Government. Those
white papers found to be consistent with the intent of the PRDA and of
interest to the Government may be invited to submit a technical and
cost proposal. Offerors who do not submit white papers may still submit
technical and cost proposals. The closing date for submission of
technical and cost proposals for those offerors who do not submit white
papers is 60 days after the publication date of this announcement.
Complete instructions for proposal preparation and submission will be
forwarded with any proposal invitation or request for proposal
preparation instruction in response to this announcement. An invitation
based on a submitted white paper does not assure that the submitting
organization will be awarded a subsequent contract. (b) Ada Language:
Ada is the preferred programming language for Science and Technology
software developments and is utilized in all cases except when the
nature of the research and development effort is such that use of Ada
is infeasible or would adversely affect the development. White papers
that envision software development shall provide a rationale or
justification for Ada nonuse in the development effort IAW Armstrong
Laboratory Regualtion 80-3. A copy of this regulation can be obtained

78235-5352, Phone (210) 536-5776. (c) Computer Data: A copy of any data
bases and/or software models which are constructed by successful
offerors to this announcement will be used and retained by the Air
Force. All data bases and models will be provided in automated form
(e.g., magnetic tape, 3.5'' high density diskettes, or via modem). Data
bases and models should be usable in a DOS 386/486-based computing
environment with appropriate documentation on format and contents. C--
ADDITIONAL INFORMATION: Options are discouraged and unpriced options
will not be considered for award. Responders are requested to provide
their Commercial and Government Entity (CAGE) Number and reference
number PKR-SSS-95-08 with their submissions. Historically Black
Colleges and Univeristies (HBCUs) and Minority Institutions (MIs) are
encouraged to apply. Notice to Foreign Owned Firms: Such firms are
asked to immediately notify the Air Force point of contact upon
deciding to respond to this announcement. Foreign contractors shall be
aware that restrictions may apply which could preclude their
participation in this acquisition. Anticipated Period of Performance:
The total length of the technical effort is estimated to be 44 months.
The contractor shall also provide for an additional 4 months for
processing/completing the final report. Expected Award Date: Sep 95.
The government anticipates multiple contract awards with efforts
ranging from $1,000,000 to $3,000,000. Type of Contract: Cost Plus
Fixed Fee (CPFF) or Cost Reimbursement (no fee). D-- PROPOSAL
PREPARATION INSTRUCTIONS: The cost of preparing proposals (as well as
white papers) in response to this announcement is not considered an
allowable direct charge to any contract awarded under this PRDA or any
other contract. It may however, be an allowable expense to the normal
bid and proposal indirect cost as specified in FAR 31.205-18. A
supplemental package is available to assist the offeror in preparing
the white paper. This can be obtained by contacting Captain Robert
Goerke (513) 255-7774. It is suggested that the offeror request this
package within 7 days after publication of announcement to ensure
adequate preparation time. Offerors are advised that only contracting
officers are legally authorized to commit the government to an award
under this PRDA. Every effort will be made to protect the
confidentiality of the white paper and any evaluations. The submitter
must mark the white paper with a protective legend IAW FAR 52.215-12.
Offerors should briefly address whether the research proposed will
result in environmental impacts (including the use of Class I Ozone
Depleting Substances) and how the offeror will assure compliance with
environmental statutes. Unnecessarily elaborate white papers or
proposals are not desired. E-- BASIS FOR AWARD (Evaluation Factors):
All submitted white papers will be evaluated for technical approach and
determine whether they are of interest to the Government. Offerors
whose white papers were selected will be requested to submit definitive
technical and cost proposals for the AF to evaluate. Offerors shall
have 30 days after the request to submit the full proposal. Offerors
whose white papers were not selected for full proposal submission may
still submit a full proposal if the wish within 30 days after
notification. Individual proposal evaluations will be based on
acceptability or non-acceptability without regard to other proposals
submitted under this announcement. Proposals will be evaluated under
technical and cost criteria in that order. The award decision will be
based on evaluation of all criteria set forth in this PRDA. The source
selected may or may not have the lowest proposed total costs.
Technical criteria are more important than cost factors. The following
technical evaluation criteria (equal in importance) will be used to
evaluate proposals: (i) new and creative solutions; (ii) understanding
the scope of the technical effort; (iii) soundness of the offeror's
technical approach; (iv) avialability of qualified technical personnel
and their experience with applicable technologies; (v) past experience
in applicable research areas; and (vi) organization, clarity, and
thoroughness of the proposal. The cost evaluation criteria (also equal
in importance) include: reasonableness, completeness, and realism. The
AF reserves the right to select for award, any, all, part or none of
