Officer, 301-443-1191 This proposed acquisition is being solicited
under full and open competition. The purpose of the proposed contract
is to rigorously define the prevalence of alcoholism and associated
problems in tribes in which the rate of alcoholism has been reported to
be widely divergent. Individual psychiatric interviews, group
sociocultural data, and blood samples will be collected to address
issues of gene/environment interactions for alcoholism in the American
Indian. Additional individual information will be collected on severe
trauma and stress, alcohol availability, and socioeconomic factors to
identify how these variables interact in the development of alcoholism
and related problems. The offerors must demonstrate an understanding of
the implications of working with American Indian populations in tribal
and personal interactions, methods employed to gather data from
American Indian tribes, and how standard data collection instruments
must be modified to be useful in this culture, and an ability to
conduct rigorous scientific data collections under field collections.
Staff must be identified and present credentials appropriate to
performing this type of study. At a minimum, staff to be identified
include individuals to coordinate the project and provide tribal
liaison and for recruitment and training of interviewers, collection of
blood samples and interviews, organization of focus groups, data
management and reduction and reporting. The Government contemplates
awarding a two (2) year contract as a result of this solicitation. The
anticipated start date of the new contract is September 29, 1995. This
acquisition is a new requirement. Requests for solicitation documents
