K -- AN/ALR-56M(V) ADVANCED RADAR WARNING RECEIVER (ARWR), LOT VI I/VIII/IX PRODUCTION SOL F33657-95-R-0062 POC Capt Mark Fahrenkamp(513) 255-6838/Contracting Officer, Lee Smith, (513) 255-6846. The F-16 System Program Office (SPO) intends to issue a contract for AN/ALR-56M(V), Advanced Radar Warning Receiver (ARWR), Lot VII (with Options for Lot VIII/IX) production buys of Line Replaceable Units (LRUs). These LRUs are integrated into a system which when loaded onboard F-16, other USAF, and FMS aircraft, interact with other electronic combat and countermeasures systems. The ARWR design and production LRUs were originally procured from Loral Systems Manufacturing Company (LSMC), Yonkers, NY. The ARWR system LRUs are currently being coproduced by LSMC and Litton Systems, Inc - Applied Technology Division (ATD), San Jose, CA for Lots V and VI (Litton ATD currently uses design and manufacturing data from LSMC). This will be the final purchase of system components and spare parts. The proposed contract will provide a 13 month period for long lead procurement with delivery of end items beginning, and completing, in the second year. The purpose of this synopsis is to notify small businesses of potential subcontracting opportunities. See Note 22. The Government solicited proposals from LSMC and Litton ATD for a 269 system quantity under the authority of FAR 6.302-1. ''Only two responsible sources exists and no other supplies or services will satisfy agency requirements.'' An Ombudsman has been established for this acquisition. The only purpose of the Ombudsman is to receive and communicate serious concerns from potential offerors when an offeror prefers not to use established channels to voice concerduring the proposal development phase of this acquisition.
