Section (NAS), American Embassy, La Paz, Bolivia, is seeking an
individual to serve as a field advisor in support of its bilateral
narcotics control projects with the Government of Bolivia. A personal
services contract will be awarded for a one-year period, with the
option to extend the contract for four option years. The grade level is
GS-12 equivalent with a 15 percent post differential. The assignment
shall be in Trinidad, Bolivia, with travel within Bolivia.
Specifically, the contractor shall: 1) act as Regional Supervisor for
NAS activities in Trinidad. Responsibilities will include
administration of NAS Trinidad office for a variety of counternarcotics
projects; 2) advise NAS and Government of Bolivia (GOB) agencies and
organizations regarding crop control, interdiction, aviation, riverine
and other narcotics control activities; 3) assist in project budget
preparation and program planning; 4) assist in defining commodity
procurement requirements, preparation of related project documentation,
provide advice and coordination in matters pertaining to commodity
maintenance and field support; 5) conduct field surveys, evaluations,
and special studies as directed; 6) brief State Department,
Congressional, and other visiting officials on the status of U.S.-GOB
narcotics control projects; assist in developing appropriate
itineraries and in escorting official travelers as directed; 7) assist
in end-use monitoring of international narcotics control program
commodities provided by the USG; 8) the contractor shall reside in
Trinidad, Bolivia, with up to 50% of his/her time traveling and working
in the field; 9) the contractor's area for field operations will
include the Beni and Pando Departments; and 10) the contractor can be
assigned TDY to other areas of Bolivia as directed. Minimum
qualifications include: U.S. citizen or Resident Alient, subject to
State Department security clearance at the Top Secret level; bachelor's
degree from an accredited educational institution; ten years relevant
overseas work experience, especially in the areas of project
implementation, coordination, evaluation, technical advice, and liaison
activities, especially in narcotics control activities; fluency in
written and spoken Spanish; physically qualified to live in Trinidad
with frequent travel to La Paz and other areas within Bolivia. Offerors
will be evaluated according to their educational background,
experience, language skills, writing abilities, and performance in a
