This amendment hereby changes the solicitation from sealed bidding to negotiated procurement. As a result of this change, the RFP number for this project is DAKF57-95-R-0021. All interested bidders who requested a copy of this solicitation under the former number DAKF57-95-B-0045 will automatically be put on the Bidders Mailing List for this RFP. Award will be made to the responsible offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and quality factors considered. The four quality factors are: A. Experience and Past Performance; B. Management and Staffing; C. Quality Control; D. Supplies and Equipment. All proposals will be evaluated by a team of Government personnel. The evaluation team will rate each proposal strictly in accordance with its contents and will not assume that performance will include areas not specified in the offeror's written proposal. The RFP will be issued approximately June 15, 1995. Proposals will be due approximately 30 days after the RFP issuance date. THIS PROCUREMENT IS TOTAL SMALL BUSINESS SET-ASIDE. The SIC Code is 7349 and the small business size is $8.0 million. The proposed contract will be a firm fixed-price requirements contract consisting of a Base Year (1 March 1996 through 28 February 1997) and three (3) evaluated option years.
