Fort Carson intends to award a Job Order Contract (JOC) for the construction, repair and alteration of real property. The contract will be a firm fixed-price, indefinite-delivery type contract. The contract period is for a base year with three option years. There is a $150,000.00 minimum (guaranteed) and a maximum of $3.5M per year. The estimated magnitude of this project is more than $10,000,000.00. The contractor shall possess the capability of operating the JOC Proposal Development System (PDS3) software, which requires an IBM compatible computer system with a minimum of 20 megabytes of hard disk space, D-Base III+ or greater, and operates on MS DOS 3.3 or greater. The proposed contract is being considered as a total small disadvantaged business (SDB) set-aside (see Numbered Note 6) (SIC) 1542. However, if adequate interest is not shown by SDB concerns, the solicitation will be issued as unrestricted without further notice. Therefore, response is solicited from all interested responsible sources. Interested SDB concerns should respond in writing no later than 25 May 1995 of (1) their intent to submit a proposal as a prime contractor, (2) their statement of eligibility as an SDB concern, and (3) specific information which demonstrates their capability to perform on a project of this complexity and magnitude.
