The FHWA plans to negotiate a sole source contract with University of
South Dakota for a study entitled, ''Computer Aided Technique for
Optimizing Symbol Signs. The objectives of this study are to: 1)
Develop a software application that enables users to employ the
recursive-blur technique to refine/optimize the recognition distance of
symbol highway signs. The application should be user-friendly software
that can be run using common computer configurations (e.g.,
DOS-based). 2) Provide documentation that easily enables users to apply
the recursive-blur application in order to optimize symbol signs. 3)
Demonstrate that the software application and accompanying
documentation are tools that are functional and usable by likely users,
