The objectives of this study are to: 1) Develop a software application that enables users to employ the recursive-blur technique to refine/optimize the recognition distance of symbol highway signs. The application should be user-friendly software that can be run using common computer configurations (e.g., DOS-based). 2) Provide documentation that easily enables users to apply the recursive-blur application in order to optimize symbol signs. 3) Demonstrate that the software application and accompanying documentation are tools that are functional and usable by likely users, such as traffic engineers.
