B -- IMPLEMENTATION OF UNIFORM ALCOHOL AND DRUG ABUSE DATA COLLECTION SYSTEMS IN SUPPORT OF THE CLIENT DATA SYSTEM SOL 283-95-0005 DUE 070395 POC Point of Contact Beatrice L. Woods, Contracting Officer, Mary Ann Deal, Joan Stoneberger and Richard Thomas 301-443-0043 The Substance Abuse and Mental Health Services Administration (SAMHSA). Office of Applied Studies (OAS), is soliciting proposals from the Governments of the fifty States, the District of Columbia, Puerto Rico, and Guam to award 1-year fixed price contracts with two (2) option periods of 12 and 8 months each to continue providing the Government with a national database of statistical information on the care and treatment of persons with substance abuse problems in the United States. These data will be extracted from existing state systems that have been enhanced as a result of the adoption and implemention of national data standards which have been developed by the states in conjunction with SAMHSA and other national organizations. The OAS and the Center for Substance Abuse Treatment (CSAT) are collaborating fully in all aspects of the project. Estimated issuance date of RFP No. 283-95-0005 is May 30, 1995 and responses are due to be received in the Contracting Office 30 calendar days thereafter. The solicitation may be obtained in either of two ways; electronically, by downloading a file from the SAMHSA Bulletin Board System (BBS) at 1 (800) 424-2294 or by mail. To download from the BBS, you should set your communications program at 8 data bits, 1 stop bit, and parity at none (8-1-none). SAMHSA's modems will communicate at 1200 to 9600 BPS and can negotiate with higher speed modems. If your modem is slower than 1200 BPS, you will not be able to use this BBS. Our software can use several common transfer protocols. We recommend Zmodem if it is available in your communications program; however any of those listed on the BBS should prove satisfactory. Large files will be posted as self extracting compressed files to save time during the transfer. Hardware compression features in the modems will be relied upon to provide compression for smaller files. Upon reading the file electronically downloaded you should determine if you have a continuing interest in the RFP. If so, you must either write the individual identified below that you wish copies of amendments to the RFP (if any) sent to you by mail or check the BBS regularly for amendments which will also be posted there and can be downloaded electronically. You may choose either method for obtaining amendments. Note, however, that if you rely on the BBS for obtaining amendments, at this time we have no way to assure, and will therefore assume no responsiblity for assuring, you have downloaded these amendments. Requests received after this period will be filled on a first-come, first-served basis until the supply is exhausted; however, there is no assurance that copies requested after the fifteenth day will reach the requestor before the due date for receipt of responses Requests shall be forwarded to the attention of the Contracting Officer Contracts Management Unit, CMHS, Parklawn Building, Room 15C-17, 5600 Fishers Lane, Rockville, Maryland 20857.
