Arlington, VA 22203 C -- TECHNICAL SUPPORT SERVICES TO INCLUDE PHOTOINTERPRETATION AND
CARTOGRAPHIC DIGITIZING AND ANALYTICAL STEREO PLOTTER SERVICES TO THE
NATIONAL WETLANDS INVENTORY GROUP, ST. PETERSBURG, FLORIDA Sol.
RFP-FWS-14-48-0009-94-006. Due 060295. POC: Marlene L. Haywood,
703/358-1728. Solicitation is unrestricted. There are four units.
Contractors may respond separately to one or more units. Up to four
contracts will be awaded. The units are: Unit 1, Photointerpretation,
Cartographic and Reprographic services ($300,000 - $3,000,000); Unit 2:
Digitizing Services ($50,000 - $2,000,000); Unit 3: Assessment of the
status and trends of the Nation's wetlands ($100,000 - $2,000,000);
Unit 4: Mapping wetlands using GPS control and analytical Stereo
Plotters ($20,000 - $5,000,000). The contract(s) will be an Indefinite
Quantity Contract for a period of one year with options to extend for
four additional one year periods. Work will be assigned by negotiated
task orders. UNIT 1 will be conducted in Government Furnished space
with Government Furnished Equipment, in St. Petersburg, Florida except
the Contractor shall provide off-site photo lab equipment and
services. Contractor shall: procure materials and supplies, identify
(ID) wetlands using stereo phototinterpretation (PI), classify
according to USFWS classification systems, delineate according to
National Wetlands Inventory (NWI) PI conventions, conduct field work
and use collateral data to ensure quality. The Contractor shall produce
large scale (1:42K - 1:63 K) stable base (SB) film positives composited
to SB film positive USGS topo. base maps using Zoom Transfer Scopes
(ZTS) or equivalent in accordance with NWI cartographic conventions
(CC). Contractor shall produce small scale (1:10K - 1:100K) maps by
photographic reductions of large scale maps or ZTS. Data for 1:250 maps
may be generalized. Produce film copy 1:40K enlargements of 1:63K
Alaska maps. Linework overlays shall be separated from alpha-numeric
overlays. Final maps shall be made from corrected drafts or
photographicallly enlarged review copy. Final deliverables include
corrected linework overlay, alpha-numeric overlay and film composites.
Photographic reproduction on a variety of media will be required.
Specialized Experience and Techncial Competence - UNIT 1: Project
Manager: Appropriate degree and experience in managing 30 persons
mapping operations. PI Manager: Degree and expertise in stereo-PI
utilization of FWS wetland classification system, plant list, soils
list and supervising Pis. Cadre of experienced biologist/Pis.
Cartographer with degree and experienced in supervising a 15 person
Carto. staff. Experienced in use of NWI CC. Cadre of Carto Techs
experienced in using ZTS and NWI CC. Reprographic manager experienced
in managing a large scale operation. Cadre of Repro Techs and Photo Lab
Techs. One experienced graphic artist. Cadre of techs experienced in
delineating work areas supporting automated databases. Bio/Librarian to
build wetlands value database. UNIT 2 - Table digitizing or scanning
NWI stable-base maps. Data capture using Wetlands Analytical Mapping
Systems (WAMS) software and NWI digitizing Conventions. WAMS,
operational on SUN using SUNOS 4.1.2, shall be provided. Following
equipment or equivalent shall be used. Terminals compatiblity with
Tektronix plot 10 software, RS232 interface, and capable of 9600 BAUD.
Tablet with resolution of 0.001 inches and an accuracy of + or - 0.005
inches. Tablet cursor with a minimum of ten (10) programmable function
keys. An RS232 interface capable of 9600 BAUD. Backlit tablets with
dimming and height-adjustment. Altek AC-40/41 or compatible controller.
B+W scanning system with minimum 650 dpi and minimum scan width of 28
inches; vector conversion and editing workstation. Data shall be
delivered electronically to the NWI server in WAMS format. SPECIALIZED
EXPERIENCE AND TECHNICAL COMPETENCE FOR UNIT 2: Program Manager with
degree and experience in management of 5 person production digitizing
staff, use of GIS and production of custom maps. Cadre of Digitizing
Technicians experienced in data collection and quality control. Three
individuals experienced in use of WAMS and format conversions software.
Computer Programmer with degree and experience in FORTRAN programming;
ARC/INFO ARC Macro Language (AML) programming; practical knowledge in
GIS, and cartographic activities. Expertise in providing programming
support on WAMS including: evaluating WAMS error reports, modify WAMS
writing utility programs, translators and macros to interface WAMS to
interface with GIS system. GIS SPECIALIST with degree and min. of one
year of experience using ARC/INFO. Experienced in interfacing GIS with
relational databases using UNIX, designing output products, testing
applications software and writing user documentation. Work Unit 3:
Assessment of status and trends (S+T) of Nations wetland using
statistical analysis of permanent plots. Data collected through stereo
PI according to US FWS classification system, PI and Carto
Conventions. Wetland and upland data shall be transferred to 1:24K base
maps. Rigorous Quality Control to prevent false changes. All data shall
be delivered in ARC/INFO Export (double precision). SPECIALIZED
EXPERIENCE AND TECHNICAL COMPETENCE FOR UNIT 3: Project Manager with
degree and 3 years of experience in managing complex technical programs
involving 4 people. Knowledge to manage ADP programs and GIS System
computer operations. Cadre of biologist/Pis. Remote Sensing Specialist
with degree and experience in digital image processing. Bio. Techs
experienced in collection of field data. use of maps, photos and
microcomputers. Cadre of Carto and data preparation Techs similar to
Unit 1. Cadre of digitizing Techs similar to Unit 2. Cadre of techs
experienced using ORACLE or other DBMS; hardware configuration and
operations; verifying and repair of minor bugs. GIS specialist with
degree and experience in ARC/INFO. Capable of programming. Experience
in UNIX operating systems; debugging code, testing and implement ARC
AMLs experience in ARCEDIT and ARC PLOT. Senior GIS Specialist with
degree and experience in designing, developing, managing and
maintaining data bases. Computer Hardware/Software Specialist with
degree or equivalent experience in computerized mapping systems and
adequate hardware expertise to respond to operational problems. Unit 4:
Contractor shall use Ashtech Ranger Model XII or similar unit to
collect 3rd order control for use with a P-3 analytical stereo plotter
or similar plotter with super positioning. Wetland will be Ided,
classified and annotated using FWS classification system and
conventions. Complete metadata multi-photo block adjustments will be
required. Triangulation solutions shall have (RMSE) of less than 5
micron. Field procedures similar to UNIT 1. Draft hard copy products
shall be field reviewed. Final digital data will be delivered in WAMS.
SPECIALIZED EXPERIENCE AND TECHNICAL COMPETENCE FOR UNIT 4: Project
Manager/Senior Cartographer shall have a degree and 2 years experience
or 6 years experience in managing mapping programs including GPS
Survey analytical stero plotters, ADP activities (GIS) involving ten
people. Cadre of stereocompilers/Pis with similar training and
experience as the biologist/Pis in unit I, but with experience in WAMS
on analytical stereo plotters. Cadre of GPS Survey Techs experienced
in collecting 3rd order control. GIS Specialist similar to the GIS
Specialist for Unit 3. Service's of a part-time Computer Programmer
similar to Unit 2. **b. Personnel proposed and past experience. **c.
Methodology and capacity to accomplish the work in the required time.
**Past performance on similar contracts regarding cost control, quality
of work and compliance with performance schedules. ** The following
secondary criteria will be used as tiebreakers: Geographic location of
firm relative to the St. Petersburg, Florida Office. ***Submittal
Requirements: Firms that wish to be considered, must submit a SF254 and
a SF255 for the firm or joint-venture and a SF254 for each
subcontractor for each of the four units of work they for which they
want consideration. In block 4 of SF255 list only the personnel for the
office to perform the work indicated in block 3B. Additional personnel
strengths, including consultants, should be indicated parenthetically
and their source clearly indentified. In block 7G of the SF254,
indicate specific project experience for key team members and indicate
the team member's role. Submittal of supplemental attachments to SF255
per evaluation factors is recommended. Submittal package is to be
received in this office no latter than 2:00 p.m. Eastern Time of the
30th calendar day after the date of appearance of this announcement in
the Commerce Business Daily. Late submittal will not be considered.
Unnecessarily attachments are not desired. Small and Disadvantaged
firms are encouraged to participate. Successful firms shall be expected
to place subcontracts to the maximum practical extent practical with
Small and Small Disadvantaged firms in accordance with the provisions
of Public Law 95-507. If a large firm is selected, a Small Business
subcontracting plan will be required prior to award. Response should be
