required for a new laboratory building for the Centers for Disease
Control and Prevention (CDC) to consist of pre-design services with
options for schematic design, preliminary design, and final design. The
facility will be a 40,000 net square foot multi-story research
laboratory building for the National Center for Environmental Health at
the existing Chamblee, Georgia Campus. The scope of work includes
program development, design and construction documents, cost estimates,
and participation in an independent value engineering process.
Laboratory building design will include but not be limited to:
Biosafety Level II laboratories (including analytical laboratories and
toxic chemical containment research laboratories), laboratory support
facilities (including space for mass spectrometers), offices, office
support, storage rooms, and hazardous material storage facilities. The
prime A-E firm shall have considerable experience in designing
research laboratory facilities for toxic and carcinogenic research.
This experience must include in-depth knowledge of related complex
laboratory processes, scientific equipment with special building
support needs such as mass spectrometers, laboratory mechanical
systems, and specialized laboratories such as chemical containment
labs, clean rooms, as well as labs required to meet the CDC/NIH
Biosafety Level standards. The design must be prepared according to the
latest standards utilizing state-of-the-art processes and systems.
Energy plant building design will include electrical and mechanical
equipment areas and enclosed service yards. Site work will include
parking areas, driveways, public roadway interfaces, campus quadrangle,
walkways, and utility extensions. The estimated construction cost is
$22,511,780.00. This project will be designed using SI (System
International) metric units of measurement. Final construction
documents are required to be produced using Autocad Release 12 (or at
the government's discretion, a more current release). Required
disciplines include architectural, site planning, landscape
architecture, electrical, mechanical, structural, civil engineering,
cost estimating, value engineering, and laboratory design. Categories
of evaluation criteria and associated weight factors to be applied in
the selection process are as follows: (I) Professional
Qualifications-Relevant experience and qualifications of the A-E's key
personnel as related to research laboratory design (project architect
- 5 points, project manager - 5 points, chief mechanical engineer - 5
points, and experience of the proposed team members working together
on research laboratory projects - 15 points). Total 30 points. (II)
Design Expertise and Technical Ability-The proposed team's specialized
experience and technical competence including complex engineering
design, innovative design, containment design, and Biosafety standards
application. Total 20 points. (III) Organization and Management-A-E
firm's demonstrated ability to manage a large complex project, maintain
a project schedule and budget, compile a clear and concise package of
coordinated contract documents, and utilize a system of cost controls
including value engineering. Total 25 points. (IV) Experience of
Firm-Past performance on similar contracts with Government agencies and
private industry in terms of cost control, adherence to project
schedule, quality of design, and user satisfaction. Total 15 points.
(V) Location-The A-E firm, including major consultants, must have an
active full-time production staff/business office providing
architectural/engineering services. The A-E firm must also have been in
business in it's current location, providing A-E design and related
services during the immediate past year. A-E firms located within 100
miles of CDC, Atlanta, GA; 10 points. A-E firms within 250 miles of
CDC, Atlanta, GA; 7 points. A-E firms within 1000 miles of CDC,
Atlanta, GA; 3 points. A-E firms over 1000 miles from CDC, Atlanta, GA;
0 points. Firms desiring consideration are invited to submit a letter
of interest along with one copy each of completed SF 254 (SF 254 must
be submitted for prime and each consultant) and SF 255. A maximum of
ten sheets of supplemental information to the SF 255 will be permitted
which specifically responds to the above criteria including
representative photographs or graphic examples of relevant laboratory
and biosafety containment projects. SF 254 must be current, reflecting
a date not more than one year from the date of this notice. Responses
are due 30 calendar days from date of publication of this notice.
Firms are advised that in accordance with FAR 52.219-9, a large
business successful offeror will be required to submit for approval a
subcontracting plan outlining which portions of the work to be
subcontracted will be awarded to both small businesses and small
disadvantaged businesses. An acceptable subcontracting plan must be
agreed upon prior to contract award to any large business firm. Site
visits will not be arranged during the submittal period. This is not a
