Stennis Operations (LSO), a division of Lockheed Space Operations
Company, intends to award a subcontract for telecommunications wire and
cabling in support of LSO's prime contract with the National
Aeronautics and Space Administration (NASA). All work will be performed
on-site at the NASA/John C. Stennis Space Center (SSC) which is located
near Bay St. Louis, Mississippi. The awardee shall provide the
management, personnel, engineering, equipment, materials, and all
supplies necessary for the design, acquisition, installation,
termination, testing, and documentation of fully functional outside
cable plant and premises wiring facilities as directed by LSO.
Specifically, such services shall include, but are not limited to,
installation of new UTP wire/cable, thickwire, thinwire, riser cable,
campus cable, fiber optic cable, fiber optic tail circuits, etc. and
associated components; maintenance and testing of installed
Government-owned wire/cabling and performing emergency repairs as
required; making all required splices, terminations, and cross connects
when installing wire/cabling; performing site surveys with LSO
technical personnel and providing firm-fixed price quotations for jobs
and projects as requested; providing as-built or red lined cable
drawings for all cable and wiring installations as specified; and
testing cables for required and/or acceptable levels of operation per
circuit conditioning specifications for new installations as required.
The awardee will provide materials and associated equipment including
such items as junction boxes, amplifiers, fiber receivers, fiber
transceivers, coax transceivers, protectors, connectors, repeaters,
splitters, equipment racks and cabinets, jacks, face plates, wire, and
cable. The awardee shall be responsible for obtaining all necessry
permits and approvals to comply with the SOW requirements. The awardee
shall also provide such safety and quality control personnel required
for the safe performance of the specified work. The awardee shall
ensure that all work and quality of materials conforms to or exceeds
prevailing industry standards. The performance of work within the scope
of this subcontract will require the awardee to work in areas with
Asbestos Containing Material (ACM) in the form of spray-applied
insulation (SAI). The awardee shall provide maximum protection for
personnel who work in areas imbued with asbestos-containing materials
and shall ensure that work practices comply with all applicable
Federal, State, and local laws and regulations. The Service Contract
Act (SCA) of 1965, as amended, shall apply to the subcontract resulting
from the solicitation. The awardee shall be required to compensate the
employees engaged in performance of the subcontract at wage rate
(including fringe benefits) at least equal to the rates prescribed in
the applicable Department of Labor (DOL) SCA Wage Determination. All
work shall be authorized and funded by individual task orders on a
firm-fixed price basis. The proposed period of performance is a basic
period of two years commencing on 01 Oct 1995 with two 2-year priced
options. The solicitation is planned to be issued approximately 02 Jun
