A7-80, Richland, WA 99352 M -- MAINTAIN AND OPERATE THE HANFORD WATER SYSTEMS IN THE 200 AREA
AND 100 AREA; AND IN THE CONSTRUCTION, MAINTENANCE, AND OPERATIONS OF
A 200 AREA SANITARY SEWER SYSTEM DUE 062495. Contact Bernard L. Ayers,
Contracting Officer, 509/376-8601. The U.S. Department of Energy,
Richland Operations Office (RL), will be requesting expressions of
interest from the water industry in providing potable and raw
(untreated) water to the 200 Area, raw water to the Hanford 100N Area,
and potable water to various small facilities. The potable water is
used for drinking, process, and fire protection needs. The raw water is
used for process and fire protection needs. The potential bidders could
propose taking on all or a combination of the following: Operations of
the water systems. Maintenance of the water systems. Reconfiguration
of the existing system to suit Hanford needs which may require a
capital investment. RL is also interested in requesting an expression
of interest from the sanitary wastewater industry in providing sanitary
wastewater services for the Hanford 200 Area. RL will consider
proposals for construction, operation, and maintenance of a sanitary
wastewater system in the 200 Area. Following are the technical aspects
of the system: Water, Operations and Maintenance. The water systems
will be required to be operated and maintained in accordance with the
Federal Safe Drinking Water Act and the State of Washington Department
of Health Drinking Water Regulations. Fire protection requirements of
the National Fire Protection Agency (NFPA) and DOE Orders will have to
be met. The physical systems consist of the following: Export Water
System: 181-B Area River Pumphouse. 182-B Raw Water Pumphouse. 182-B
25,000,000 gallon above ground open reservoir. 181-D River Pumphouse.
182-D Raw Water Pumphouse. 182-D 25,000,000 gallon above ground open
reservoir. Approximately 25 miles of reinforced concrete pipe ranging
in size from 42 inches down to 24 inches in diameter. 200 East Water
System: 283 East Water Treatment Plant. 282 East 3,000,000 gallon
reservoir. Two (2) 200,000 gallon underground covered potable water
reservoirs. Maximum rated flow of 2600 gallons/minute. Current
population of 3385. 200 West Water Treatment System: 283 West Water
Treatment Plant. 282 West 3,000,000 gallon above ground open reservoir.
Two (2) 200,000 gallon underground covered potable water reservoirs.
Maximum rated flow of 2600 gallons/minute. Current population of 2026.
Small Water Systems: (serving populations between one to twenty-five
people). 182-B Water System: Small packaged water treatment system.
Rated capacity of 20 gallons/minute. 609 Fire Station Water System:
Small packaged water treatment system. Rated capacity of 125
gallons/minute. 251-W Water System: Small packaged water treatment
system. Rated capacity of 30 gallons/minute. Yakima Barricade Water
System: Ground well with no treatment. Patrol Training Academy Water
System: Ground well with no treatment. Operations: The Export Water
System provides raw water to the 100N Area, 200 East Area, 200 West
Area, and to several of the small water systems (182-B Water System,
609 Fire Station, 251-W). The large water systems treat the water and
distribute it as potable water for drinking and process needs. The
large water systems also distribute the raw water which is used for
fire protection and process needs. The small water systems treat the
water and provide only potable water to a single facility. Current
population for the 200 East Area is 3,385, and 2,026 for the 200 West
Area. The small water systems serve populations ranging from one to
twenty-five. Population may decrease as a result of downsizing the
Hanford workforce. Sanitary Wastewater: The Hanford 200 Area currently
has approximately 80 subsurface absorption systems. Approximately five
of the systems have failed and nine systems are close to failure. The
sanitary wastewater system would have to be constructed, operated, and
maintained in accordance with the State of Washington Department of
