May 95 is an approximation only. McClellan AFB is purchasing a green
sand reconditioning system consisting of a sand cooler & heater, a
green sand mixing system and a bond blending system. GREEN SAND COOLER:
The green sand cooler shall back blend and homogenize 50 ton per hour
(TPH) +/- 5 TPH of foundry shakeout sand on a continuous basis. Cooler
to receive sand at temperatures ranging from 40 to 300 degrees F and
1.5% to 5.0% mean moisture. Cooled sand output from the cooler to be
controlled to a range from 70 to 100 degrees F (to 3 sigma) and mean
moisture to a range from 1.8% to 2.3% (to 3 sigma). Sand cooler to
include an electrical heat source to dry excess moisture from the sand
when required and an automatic lubrication system. The cooler will
also measure the mass flow rate of the sand. The system shall have the
provision for extracting fines, waste heat, and moisture when
connected to a suitably designed, government provided dust collection
system. The cooler shall have a motor control center to include motor
starters and controls for the entire system. The cooler shall have a
control panel and a programmable operator control station with touch
pad input. The controls shall include an Allen Bradley Series 5
Programmable Controller to control all sand cooler functions, including
production and diagnostic reporting as well as data output (Data
Highway) to a government provided central plant computer. GREEN SAND
MIXING SYSTEM: The green sand mixing system shall operate at 50 TPH and
consist of a green sand muller, sand weight hopper, bond weigh feeder
system, automatic bond determinator and programmable sand controller to
control the entire mixing operation from charging through discharging
to provide accurate control of sand moisture and compactability. The
muller shall mix and mull a 5000 lb. batch of sand with a minimum
energy input of 2.3 hp-hr per ton and shall include an automatic
lubrication system. The green sand mixing system will receive sand in
a range of 40 to 110 degrees F and with a mean moisture content of 1.5%
to 2.5%. The green sand mixing system shall produce mulled sand with a
mean temperature of 70 to 100 degrees F (to 3 sigma) with
compactability in the range of 35 to 45% (+/- 3%), moisture content in
the range of 3 to 5 percent (+/-0.1%), and green compression strength
minimum 80 percent of remull green compression strength to 3 sigma.

of a bag breaker, a mixer, pneumatic transporter and bond storage. The
bond blending system shall thoroughly mix dry bagged or bulk green
sand bonding materials and deliver them to the bond weight feeder
system. The system shall be sized to deliver 0 to 4 percent of the
green sand processing weight to a precision of 5 percent of the
delivered amount. The system shall have the provision for fugitive dust
collection when connected to a suitably designed, government provided
dust collection system. The bond blending system shall have its own
programmable operator control station with touch pad input. The system
shall include motor starters and controls for the entire system. The
system control panel (can be shared with the sand mixing system) shall
include an Allen Bradley Series 5 Programmable Controller to control
all blending functions, including production and diagnostic reporting
and shall have data output (Data Highway) to a government provided

Verbal requests will not be honored. An Ombudsman has been appointed
for this acquisition. The only purpose of the Ombudsman is to receive
and communicate his/her concern during the proposal development phase
