Jim Morsette, Safety of Dams Officer 406-395-4207. Perform safety and
enlargement studies on East Fork Dam. 1. Safety of Dams (SOD) and
Operation and Maintenance Deficiencies. A. Identify modification
alternatives to mitigate safety of dams deficiencies as identified in
the DA prepared by the Bureau of Reclamation, dated May 17, 1990. As
interim and possible permanent corrective action, develop nonstructural
alternatives (Early Warning System) to address SOD deficiency. B.
Inability of the dam and appurtenances to pass floods greater than 6.4
per cent of the general storm probable maximum flood (PMF) and the
downstream static slope stability factor of safety is unnaceptably low
for normal operation. C. At the option of the Contracting Agency
prepare structural conceptual designs to address SOD deficiency. D.
Prepare conceptual designs and cost estimated for modification
alternatves selected by the Contracting Agency for alternatves
developed in ``B'' and ``C'' above. E. Identify remediation measures to
designs as appropriate cost O&M efficiencies identified in the DVA and
prepare cost estimates for the required activities. 2. Reservoir
Enlargement. A. Develop alternative schemes for increasing reservoir
storage to 700 acre feet total capacity. Two basic schemes will be
required: 1. enlarging the existing embankment dam. A variation of
spillway type, location, and capacity will be identified with
enlargement alternatives addressing all SOD concerns. Potential
alternative schemes will be defined to an extent adequate for selection
for alternatives for conceptual development. B. Prepare conceptual
designs and cost estimates for alternatves selected by the Contracting
Agency. C. Prepare downstream inundation studies for selected
modification alternatives to identify an inflow design flood that
results in no incremental consequences from dam failure for the
enlarged reservoir. D. Perform Environmental Assessment for East Fork.
The evaluation criteria for the RFP will be based on the following
percentages: A. 30% professional qualification and experience of
personnel for assignment to work in a specific discipline. B. 30%
exhibited competence of the firm in this specialized displine. C. 16%
exhibited ability and resources of the firm to plan. Manage and
coordinate work as a team on a project that consists of several phases
of work, and availability of additional qualified regular employees
for support. D. 12% specific performance record on previous and similar
technical work for tribes, Government or private industry. E. 12%
Indian preference compliance. Contract Range $75,000 to $150,000.
