Commission, Washington, D.C. 20507 has a requirement for the services
of an expert Labor Economist. The expert must have a Ph.D. degree with
specialized expertise in database design and construction, statistics,
and labor market determination and evaluation. The expert must have
particularized expertise in statistical methods and proofs used in
demonstrating hiring discrimination under Title VII. As demonstrated by
prior experience performing these functions, the expert must be
familiar with: 1. Evaluating jobs and determining the appropriate
specific census and EEO-1 job classifications for those jobs; 2. Using
Statistical methods in computer based research and analysis; 3.
Analyzing applicant flow data in terms of Title VII; 4. Participating
in Title VII or other litigation as an expert, including qualifying as
an expert and testifying at trial, assisting attorneys in preparation
of cross-examination of opposing experts, attending depositions, being
deposed, preparing exhibits and reports in preparation fro trial and
examining the reports of opposing experts. Also, the expert must have
expertise in labor economics and methods for determining labor market
availability for specific jobs of a particular employer, and in
structuring and analyzing data from personnel files, the census, and
other sources in developing statistical proofs regarding employment
discrimination. In addition, the expert must be available to conduct
on-site visits to the employer, attend discovery depositions, meet with
the EEC trial attorneys in the Chicago District Office, be present at

contract shall be from the effective date of contract award through
twelve (12) months with four (4) one year options. Telephone requests
