The SIC code for this contract is 8711 with a size standard of $2,500,000. Engineering services are required for structural utility investigations and preparation of plans, speifications, and cost estimates for structural projects at Navy Ships Parts Control Center, Mechanicsburg, PA and otther DOD installations throughout PA. The initial project is an investigation and design for repairs to craneways and craneway support systems in a warehouse operation at the Navy Ships Parts Control Center, Mechanicsburg, PA. In other projects issued under this contract as delivery orders, there is likely to be a wide variation in the complexity and size. Projects, such as: crane inspection/repair, floor loading studies, truss inspections, and inspection/repair, of wood timber structures may be added to the contract for a period of one year after the contract award or until a $225,000 design limit in contract price is reached. The contract may be modified at the discretion of the Government, to include post construction contract award services, such as: shop drawing review/approval, consultation, construction inspection, and preparation of record drawings. The proposed contract includes an option for the same terms and conditions of the original contract for a period of one (1) additional year. No other general notification to firms for other similar projects performed under this contract will be made. Type of contract: Firm Fixed Price/Indefinite Quantity with a $10,000 minimum. Significant Evaluation Factors (in order of importance): 1. Professional qualifications of the staff to be assigned to this contract. 2. Specialized experience/equipment of the firm or subcontractors and consultants in the type of work required. 3. Capacity of the firm to accomplish the contemplated work within the required time limits. 4. Past experience, if any, of the firm with respect to performance on DOD contracts. 5. Ability of the firm to provide the contract drawings in a format compatible with AutoCAD version 12 and specifications in SPECSINTACT. 6. Location of the firm in the general geographical area of the project, provided that there is an appropriate number of qualified firms within the area to be considered. Only firms within 50 miles of Navy Ships Parts Control Center will be considered. 7. Aggressive Internal quality control program with demonstrated results of reducing design errors and/or omissions. 8. Volume of work awarded to the firm by the DOD during the past 12 months. A secondary evaluation factor is the use of small, women-owned, or disadvantaged businesses as primary consultants or as subcontractors. Estimated start date is July 1995. Engineering firms that meet the requirements described in this announcement are invited to submit an SF 254 and SF 255, U. S. Government Engineer Qualifications, to the office shown at No. 7 of this announcement by 13 June 1995. Only these firms will be considered. This is not a request for a proposal. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contractural purposes can be made.
