MK-Ferguson of Oak Ridge Company is a prime contractor to the Department of Energy (DOE) at Oak Ridge, TN. As such, a requirement for the following construction project is anticipated. The work will be located at the DOE facility, Oak Ridge, Roane County, Tennessee. This is a revised Expression of Interest to the same solicitation. The original Expression of Interest was issued approximately April 10, 1995. The Melton Valley Storage Tank Capacity Increase Project includes a reinforced concrete vault facility housing six 100,000 gallon stainless steel storage tanks, associated piping, ventilation and controls. Each tank is located in an individual stainless steel lined vault. The tanks will be procured under another subcontract and will be furnished to the subcontract to be set in place under this activity. An adjacent Pump and Valve Vault will house most process mechanical equipment. A control room will provide for on-site and interfacing with central control. Utilities and services to be installed at the facility include fire and service water, instrument air, fire alarm, voice/data communication, and electrical power. The Standard Industrial Classification Code is 1541. The estimated value of this project is between $5 and $10 million. Interested parties should respond, in writing, to the Subcontract Administration named above, no later than June 17, 1995. Interested parties must submit the following Pre-qualification information in order to be considered eligible to receive a solicitation package: (1) A synopsis of your firm's work experience of similar size and nature in the last five years, include specific dates and locations. (2) Supply a list of references to verify the previous requirement. (3) Your firm's Corporate Quality Assurance Plan. (4) Your firm's Corporate Safety Program. (5) OSHA 200 Logs and the calculated national average lost-time and recordable injury rate over the last three years. (6) A letter from your insurer certifying your firm's Experience Modification Rate over the past three years (must be less than 1.1). (7) Functional organizational chart showing the relationship between key employees on site and corporate support. (8) Proof of financial responsibility to perform a subcontract of this size including bonding capacities and audited financial statements or annual reports. MK-Ferguson reserves the right to determine Pre-qualified bidders based upon the criteria above. The solicitation will not be set-aside, however, small and small disadvantaged companies are encouraged to participate. Qualified firms will be notified individually. Cost for subsequent solicitation packages will be $250.00 each, non-refundable except in the event the project is cancelled prior to issuance of solicitations. (132)
