intends to enter into noncompetitive negotiations with Wilcox Electric,
Inc., for acquisition of spare parts for the AN/FPN-66 Radar
Surveillance Central, NSN-5840-01-320-3687. These supplies are only
known to be available from Wilcox Electric, Inc. These spare parts are
used in the AN/FPN-66 radar designed and manufactured by Thompson CSF,
therefore, they must be compatible with the AN/FPN-66 radar. The
Government does not have the technical data, plans, drawings, or
specifications necessary for full and open competition. For

This notice is not intended as a request for proposal. The Government
provides this data without assuming responsibility for its accuracy or
for any conclusions or interpretations which may be drawn from this
data. The data are provided solely for informational purposes and
should not be relied upon as a basis for preparation of an offer. The
solicitation may include more detailed information concerning
preparation of an offer. Responses to be directed to CECOM, ATTN:
AMSEL-ACCA-B-AJ(kli), Ft. Monmouth, NJ 07703-5000. All responsible
sources may submit a bid/quote/proposal which shall be considered by
the agency. The US Army Communications-Electronics Command (CECOM) has
established an Electronic Bulletin Board (EBB) to provide electronic
transmittal of Request for Proposals (RFPs) and Invitation for Bids
(IFBs) from Government to Industry. Effective 01 October 1994, ALL
SOLICITATIONS ISSUED FROM FT. MONMOUTH FOR ACQUISITIONS OVER The SMALL
PURCHASES THRESHOLD WILL BE SOLICITED VIA THE EBB. All interested
parties wishing to do business with CECOM are invited to access,
operate, send and receive data from the CECOM EBB system. After 01
OCTOBER 1994, ONLY THOSE PARTIES WHO DO NOT HAVE The EQUIPMENT
NECESSARY To ACCESS THE EBB WILL BE FORWARDED HARD COPIES UPON REQUEST.
HOWEVER, As OF 01 JANUARY 1995, HARD COPIES WILL NO LONGER BE
DISTRIBUTED. (Exceptions are Post, Camp and Station acquisitions). All
interested parties wishing to do business with CECOM are invited to
access, operate, send and receive data from the CECOM EBB system. To
become a user of the EBB you will need an identification code and
password in addition to a computer terminal equipped with the necessary
hardware and software to interface with the EBB system. This hardware
and software required includes a computer, modem, telephone line,
communication software, word processing software and a printer. If one
intends to print downloaded files a fast, higher resolution printer is
advantageous. The EBB itself is an IBM compatible computer running
commercial bulletin board software. The EBB is equipped with Hayes
Ultra 14.4 baud modems that are capable of supporting other Hayes
compatible 14,400 baud or lower modems. User's computer must be
equipped with a Hayes compatible 14.4 (or slower) modem. (Baud rates
less than 400 are not recommended). The EBB runs on MS-DOS Operating
System Software. The majority of files will be created and stored on
the EBB in Microsoft's Word for Windows format since this is the
standard CECOM word processing software. If a file is not in Word for
Windows format, the file will be in Rich Text Format or ASCII FORMAT--a
format capable of being imported into Word for Windows. While not
required, a ''17'' Super VGA monitor will better accomodate on screen
viewing of certain solicitation documents. Detailed information
regarding system requirements is contained in the U.S. Army CECOM EBB
User's Manual, Identification Code and password will be issued upon
request. All request must include 1) Company name, 2) point(s) of
contact Name(s) and title(s), 3) return address(es) and telephone
