officer for this project is Ronald Miller The Government may award up
to two indefinite delivery indefinite quantity services contracts to
support Edwards Air Force Base, Air Force Plant 42 and test ranges
within the greater Southwest Range Complex. Services may include
development of compliance and pollution prevention program related
services and documentation, environmental resources and program
activities, environmental restoration activities, Geographic
Information Systems (GIS) and Base Comprehensive Planning (BCP).
Specific services may include scientific analyses and assessments of
air and water quality; lead/asbestos/PCB Survey; waste management
recycling and minimization; landfill activities; permits coordination
and preparation; Emergency Planning Commumity Right to Know Act (EPCRA)
compliance; accumulation site management; Environmental Compliance
Assessment Management Program (ECAMP); petroleum, oil and lubricant
waste compliance activities; Senate Bill 14 adherence; Resource
Conservation Recovery Act and California Title 22 compliance; National
Environmental Policy Act and California Environemtnal Quality Act
adherence; natural and cultural resources; historic preservation;
archeology; paleontology; endangered species and plants; desert
ecosystem management; environmental assessments and impact statements;
air space/range analyses and impact on the environment; site and
remedial investigations; feasibility studies; treatability studies;
intrusive investigations; disposal of investigation derived hazardous
waste; interim remedial measures documentation; characterization and
incidental design at hazardous or toxic waste sites; long term
monitoring; laboratory testing services; and oil/water separator
investigations. The work may also include developing BCP and GIS
database leading to future development and identification of
environmental constraints to include utility system investigations and
analyses, query development, facility management, aerial
photogrammetric mapping, field surveying, digitization global
positioning systems, and Computer Aided Drafting and Design (CADD)
systems. Two contracts will be awarded for this work. Each contract
will have a basic contract period of one year and four option years to
be exercised at the discretion of the Government. The contract amount
for each year for each contract will not exceed $6,000,000. As the
need for services under this contract arises, the Government will issue
individual delivery orders with specific scopes of work describing the
requirement. Each individual delivery order will not exceed
$6,000,000. The acquisition method is negotiated procurement. A
technical and cost proposal will be required. Evaluation by the
Government will result in selection of firms that represent the best
advantage to the Government. The acquisition is unrestricted, not set
aside for small business. The acquisition is issued under SIC code
8711, the size standard for which is $2,500,000/year. Large businesses
competing for this project must comply with the FAR 52.219-9 clause
regarding the requirement for a subcontracting plan on the part of the
work it intends to subcontract. The recommended goals for
subcontracting are 60.3% for small business, 9.8% for small
disadvantaged business, and 2.9% for small business/woman-owned. A firm
that submits a plan with lesser goals must submit written rationale to
