NASA Langley Research Center, Hampton Virginia, plans to issue a
Request for Proposal (RFP) 1-39-GMG-1051 O/A June 9, 1995, with a
proposal due date approximately 45 days thereafter. The contractor will
be required to provide Business and Administrative Management
Information Services (BAMIS) to the Center. BAMIS consists of technical
and management processes, automated data processing systems (hardware
and operating system software), general purpose application enabling
software (e.g., programming languages, adhoc query languages,
spreadsheets, and presentation graphics), specific application software
(e.g., financial, budget, and logistic) data bases, and communications
network. The scope of work is to provide support for the analysis,
design, development, implementation, operation, and maintenance of
automated business and administrative management information systems at
LaRC. The contractor will be required to perform the following areas of
work: operations services, computer hardware maintenance and upgrade,
system and application software maintenance and modification, customer
support services, technical studies, information technology assessment
and application, end-user application development, system enhancement,
system development, and system integration. In support of the above
functions, LaRC employs one IBM 9121-490 mainframe computer operating
MVS/ESA, CICS/VS, TCP/IP, TSO/E, and ADABAS, Ten DEC RISC 5000
computers operating UNIX and ORACLE, six Apple Quadra 800 computers
operating System 7 and Quickmail, one SUN SparcStation 10 operating
UNIX, and one DEC Micro VAX II. A cost-plus-award fee contract is
contemplated with a total potential period of performance of 5 1/2
years, commencing January 1, 1996. The period of performance includes
a 1-year initial period, four 1-year option periods, and six 1-month
option periods. The resultant contract will be ''performance-based''
with the contractor performing and being evaluated against specific
performance standards/metrics. A pre-proposal conference will be
conducted at the Langley Research Center, the date, time, and place to
be specified in the RFP. The procurement is a 100% small business
set-aside and will include an 8% small disadvantaged business goal. The
SIC Code for the procurement is 7376 and the small business standard is
$18.0M in average annual receipts for the previous three years. ??
