The U.S. Coast Guard has a requirement for the publishing, printing
and distribution of THE NAVIGATOR magazine. THE NAVIGATOR is published
solely for the use of the Coast Guard Auxiliary educational program
and is not available for distribution to the general public. The
magazine serves as a communications link between the Auxiliary
leadership, the U.S. Coast Guard, and the Auxiliarists in the field.
The articles published in THE NAVIGATOR consist of technical
information, training topics, and dissemination of Coast Guard policies
and procedures concerning the various missions performed by the
Auxiliary for the Coast Guard. THE NAVIGATOR is published, printed and
distributed quarterly, providing 39,500 copies per quarter. This
requirement is for a base year and four option years and is a follow-on
effort to contract DTCG23-91-C-HNR001-2 with The Coast Guard Auxiliary
National Board, Incorporated. All interested parties must submit a
Capabilities Statement that sufficiently describes their
qualifications, capabilities, and previous experience relevant to
fulfilling the above requirement. This notice is not a solicitation nor
is a formal Request For Proposal available. In the absence of responses
from firms which believe they have the capability to perform this
requirement, the Coast Guard intends to negotiate with The Coast Guard
Auxiliary National Board, Inc., for the publication, printing and
distribution services described above pursuant to FAR
6.302-1(a)(2)(iii).--No other notice will be published until award is
made. All correspondence should be addressed as shown in line 7
above.--Note 22 applies. The DOT has a short term bonding program
available which enables firms to obtain bid, payment, and performance
bonds, up to 80 percent of the bond amount and a short term loan
program to provide working capital at the prime interest rate. In
addition, through the Historically Black Colleges and Universities
Program, firms can receive comprehensive services and training designed
to enhance their financial capabilities. For further information and
