The Naval Air Warfare Center Aircraft Division (NAWCAD), Patuxent River, MD proposes to procure on an indefinite delivery indefinite quantity cost-plus-fixed-fee basis; fabrication and technical and engineering support for the development of large scale (approximately 1/5 actual size) remotely piloted vehicle assets and related flight simulations/test and evaluation. This effort involves: the design, engineering and construction of large scale RPVs that exactly replicate the aerodynamic characteristics of DOD aircraft; RPV flight testing; RPV flight test data capture; design and development of RPV telemetry systems and related simulation software; and construction of specialized RPV flight control subassemblies to support the development of flight simulation databases. The anticipated period of performance is for a base year with four one year options; the projected level of effort is four person-years per year. The Government intends to negotiate this acquisition on a sole source basis with North Carolina State University, Box 7903, Raleigh, NC 27695-7903, under the authority of FAR 6.302-1 (only one responsible source and no other supplies or services will satisfy agency requirements).
