Officer, at (407)380-8171 The US Army Simulation, Training and
Instrumentation Command (STRICOM) is planning to provide industry with
a draft statement of work and performance oriented specification along
with other draft sections of the upcoming solicitation prior to formal
release of the following requirement: Development, delivery,
installation, test and integration of a SINCGARS Monitor and Control
Subsystem (SMCS) consisting of the Government Furnished Equipment (GFE)
SINCGARS/SINCGARS IMPROVEMENT PROGRAM (SIP) radios, as part of the
National Training Center (NTC) Range Monitoring and Control Subsystem
(RMCS) Upgrade of the NTC Instrumentation System (NTC-IS) at Fort
Irwin, California, with options for the Joint Readiness Training Center
at Fort Polk, Louisiana and the Combat Maneuver Training Center at
Hohenfels, Germany. This SINCGARS Monitor and Control Subsystem will
support two-way digital communications between rotational units and the
Core Instrumentation Subsystem (CIS). This subsystem must be capable of
processing, time tagging, and storing radio traffic for incorporation
into After Action Review (AAR) and Take Home Packages (THP). The
Operations Center, Building 988, will house the operator workstations,
an automated routing system of the voice and data messages, and the
message recording system. The SINCGARS Monitoring and Control Subsystem
will interface with the Core Instrumentation System at the NTC, and the
SINCGARS/SIP radios must be backward compatible with the SINCGARS/ICOM
(A/B) radios now in place. The system will require innovative
approaches to coupling multiple radios and antennas for receipt and
transmission of radio messages, routing of the messages to
instrumentation operators for selection of radio networks to monitor
and transmit messages, remote setup of radios, recording of messages
for storage and ease of access for AAR purposes. Instrumentation
personnel must be able to change frequencies, hopsets, crypto
variables, and transmission sequence at the operations center. The RMCS
Upgrade must be able to monitor SINCGARS communications while it is in
the ECCM mode (frequency-hopping). Expansion capabilities must be
addressed for additional engagement simulations areas which are not
currently instrumented in land expansions at NTC and future projected
tactical communications systems projected through the year 1999.
Existing NTC-IS Computer Software Configuration Items were developed
and documented in accordance with DOD-STD-2167A and MIL-STD-1815, Ada
Program Language. Contract award is projected for first quarter FY 96.
