Officer, Gene L. Curtis (Site Code DODAAC) 1. CONTRACT INFORMATION:
(Refer to RFP Number DACA01-95-R-0063) A-E services are required for
design and preparation of plans, specifications, and cost estimate for
the Envir-Explosive Waste Incinerator and the Envir-Contaminated Waste
Incinerator at Milan Army Ammunition Plant, Tennessee. This
announcement is open to all businesses regardless of size. The contract
is anticipated to be awarded in October 1995. If a large business is
selected for this contract, it must comply with FAR 52.219-9 regarding
the requirement for a subcontracting plan for that part of the work it
intends to subcontract. The subcontracting goals for this contract are
a minimum of 60% of the contractor's intended subcontract amount be
placed with small businesses (SB), including small disadvantaged
businesses (SDB), and 7% be placed with SDB. The subcontracting plan is
not required with this submittal. 2. PROJECT INFORMATION: The project
will consist of providing and installing all required equipment for a
complete incinerator facility. This incinerator facility will be used
to burn explosive waste in lieu of open burning or open detonation.
This work includes grading, paving and extensions to existing
facilities. The incinerator shall be designed to meet all Federal and
State of Tennessee air pollution requirements. Design of this facility
shall be based on the standard explosive waste incinerator that is
currently in use at Tooele Army Depot. The estimated construction cost
is between $5-10 million. The final design drawing files shall be
submitted in AutoCadd Version 12 or Microstation 32 drawing file
format. Submittal of the magnetic tape or diskettes is required in
addition to the final vellum plots. 3. SELECTION CRITERIA: The contract
will require the following registered disciplines: (1) Architect; (2)
Civil Engineer; (3) Environmental Engineer registered in the State of
Tennessee with applicable experience in dealing with permits at the
local, state, and federal level of Government; (4) Electrical Engineer;
(5) Mechanical Engineer; (6) Registered Fire Protection Engineer or a
Registered Professional Engineer with a minimum of 4 years of Fire
Protection System Design Experience; (7) Instrumentation/Controls
Engineer; (8) Project Manager. Dedicated Cost Estimators are required.
Evaluation of each disciplines will consider education, registration,
and relevant experience. Resumes (Block 7 of the SF 255) must be
provided for these disciplines, including consultants. Additional
evaluation factors in order of importance: (1) Specialized experience
in Design of Explosive Waste Incinerators; (2) Specialized experience
in Design of Contaminated Waste Incinerators; (3) Specialized
experience in Resource Conversation and Recovery Act (RCRA) Part B and
air pollution control permitting; (4) Capability to design the
projects concurrently; (5) Experience with automated cost estimating
systems (IBM/MS-DOS compatible ''M-CACES Gold'' will be used for these
projects. The software, user manual and database will be provided by
the Mobile District to the selected firm.); (6) Capability to provide
topographic surveys; (7) Capability to provide construction phase
services, such as shop drawing reviews, and site visits. (B) Quality
Management Plan: In Block 10 of the SF 255 describe the firms's quality
management plan, including the team's organization including and
organizational chart, quality assurance, cost control, and coordination
of the inhouse work with consultants. (C) Past performance on contracts
with respect to cost control, quality of work, and compliance with
performance schedules. (D) Geographic location with respect to the
project site. (E) Amount of DOD awards during the past 12 months. 4.
SUBMISSION REQUIREMENTS: Firms must submit a copy of their SF 254 and
SF 255, and a copy of each consultant's SF 254. The 11/92 edition of
the forms must be used, and may be obtained from the Government
Printing Office. They are also available from commercial software
suppliers for use with personnel computers and laser printers. These
must be received in the Mobile District Office (CESAM-EN-MN) not later
than close of business on the 30th day after the date of publication
of this solicitation in the Commerce Business Daily. If the 30th day is
a Saturday, Sunday, of Federal holiday, the deadline is the close of
business on the next business day. Include ACASS number in Block 3b.

required by acquisition regulations, interviews for the purpose of
discussing prospective contractors' qualifications for the contract
