The Administration for Children and Families, Head Start Bureau seeks
the services of a contractor to provide overall training and technical
assistance support to Early Head Start grantees. The purpose of Early
Head Start, a new program for low-income families with infants and
toddlers and pregnant women, is to enhance children's physical, social,
emotional and intellectual development; to assist parents in fulfilling
their parental roles and to help parents move toward self-sufficiency.
The goals of Early Head Start are to promote the physical, cognitive,
social and emotional growth of infants and toddlers; to support
parents as primary caregivers and educators of their children;
strengthen community support; and to develop highly-trained, caring and
adequately compensated staff. The contractor will provide the following
training and techncial assistance (TA): (1) organizing and maintaining
of a consultant pool to assist grantees in addressing their program
needs; (2) providing TA for local level grantees and planning training
and TA in using the Head Start Training Guides that have been
developed; (3) providing intensive, on-site training and TA to local
grantees; (4) assisting the Head Start Bureau in planning and
implementing conferences; (5) participating in national Head Start
meetings; (6) providing workshops; (7) assisting Early Head Start
grantees access CDA Infant/Toddler endorsement training; and (8)
collecting, adapting and disseminating a variety of materials that will
enable Early Head Start programs to operate a high quality child and
family development program. The number of early Head Start grantees is
estimated to be 30. The contractor will be required to provide
assistance to these initial 30 grantees as Basic Services. The period
of performance is 17 months, September 30, 1995 through February 27,
1997 with one 1-year option, if exercised. In the event of an increase
in Early Head Start appropriation funds a maximum of an additional 45
grantees may be added in the first quarter of FY 1996. The contractor
will be required to provide services to these 45 grantees as Option A.
The period of performance of Option A will be 13 months, February 1,
1996 through Februray 27, 1997, with one 1-year option, if exercised.
The total period of performance, including all options, shall not
exceed 29 months. Offerors should request RFP 105-95-2040. All requests
must be in writing. Telephone requests will not be honored. All
responsible sources may submit an offeror that will be considered.
