17 -- AUTOMATION OF JET ENGINE TEST CELL AND MODIFICATION TO INCLUDE J85 AND J69 ENGINES SOL N68936-95-R-0312 DUE 071095 POC Dianne Safford, Contract Specialist, /805/989-1877, Billy Kilby, Contracting Officer, /805/989-1877. The Naval Air Warfare Center, Weapons Division, Point Mugu, CA intends to contract with Celtech Corporation, 1300 Terminal Dr., Carlsbad, CA 88220 for the automation of a jet engine test cell and modification to include testing of the J85 and J69 jet engines. The contractor will provide hardware including specialized measurement devices and software to convert the current manual system to a fully automated system. The contractor will also provide a calibration kit and a thrust measurement trailer. The contractor will install, calibrate and check out the system and will provide training to government personnel on its operation. The contract will be negotiated pursuant to the authority of FAR 6.302-1 (one responsible source), as Celtech is the only known source that has the capability to complete the work when required. Celtech is the only known source that has already developed an automated system for testing the J85 jet engine and that has, on hand, the computer hardware and specialized analysis and display equipment and software for testing the J85 engine. Delivery shall be FOB destination to the Naval Air Warfare Center, Weapons Division, Point Mugu, CA by 1 December 1995.
