Legare, (513)366-2015 The USEPA plans to procure on a competitive basis
a benchtop inductively coupled plasma mass spectrometer system. The
instrument requirements are: 1) shall operate with 208 VAC 60 Hz 30A,
2) shall have a random access autosampler with a standard capacity of
at least 21 standards and sample capacity of at least 40 samples, 3)
shall have computerized control of all major parameters, including: (a)
system startup and shutdown, (b) ICP RF power, (c) carrier gas flow
rate, (d) spray chamber temperature, (e) torch positioning and
adjustment and plasma optimization to enable low part per trillion
detection 1imits for elements such as K, Ca and Fe, (f) ion lens
focusing (adjustment), (g) quadrupole resolution, (h) detector voltage,
(i) auto sampler operation including sample uptake rate, (j) autotuning
parameters including torch positioning, resolution, and mass axis, (k)
safe auto shutdown in case of any failure, and (l) automatic gate to
isolate the analyzer when the plasma is switched off, 4) shall have MS
Windows-based software, 5) shall have quick release mounts for spray
chamber and ICP torch, 6) shall have sampler and skimmer cones secured
in such a manner that allows easy and rapid changing, and requires
only infrequent cleaning and polishing, 7) shall have a solid state ICP
RF generator with real time tuning system, 8) shall incorporate a
quadrupole mass spectrometer, 9) shall have a dual mode detector with
electron multiplier operating in both pulse counting and analog modes
with at least an eight order linear dynamic range, 10) shall have a
multi-channel data acquisition system for high speed data capture, 11)
must be a benchtop model to fit very limited floor space in the
laboratory where the ICP-MS is to be located. A floor model system
cannot be accommodated without major lab renovation.), 12) must comply
with CSIPR11 class A electromagnetic interference standard, 13) shall
have remote diagnostics and remote system automation via computer
phone modem and 14) the system must include a chiller for cooling water
supply 15) the system must be upgradable to accommodate a laser
ablation sampler. Acquisition shall include: 1) delivery and set-up of
an off the shelf commercial available system and an instrument service
manual F.O.B. destination, the NHEERL-Duluth research facility, within
90 days of contract award, 2) provide an on-site technical/service
representative to install equipment and ensure instrument is operating
correctly (turn-key setup), 3) provide a short duration (approximately
8 hours) on site, introductory course on the instrument operation, and
4) provide the current commercial one year product warranty period on
the instrument. The warranty period begins the first day following the
Government's formal acceptance of the device. The contractor shall be
capable of providing/performing preventive and remedial equipment
diagnostic and repair services on-site (NHEERL-Duluth) and include at
least two (2) scheduled preventive maintenance visits by a company
technical/service representative during the one(1)year product warranty
