Requests in writing to Contracting Officer, Attn: S14A/S14B, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), 17320 Dahlgren Road, Dahlgren, VA 22448-5100. The NSWCDD intends to procure a quantity of up to three hundred (300) portable personal computer disk drives. Each portable disk drive shall exhibit the following minimum performance and functional capabilities: 1) pre-formatted storage capacity minimum of 200MB; 2) average disk access time less than or equal to 14 milliseconds; 3) data transfer rate across a bidirectional parallel port shall be greater than or equal to 190KBs; 4) the data transfer rate across an Enhanced Parallel Port (EPP) shall be greater than or equal to 300KBs; 5) drive interleave shall be 1:1; 6) shall interface to host computers through the standard IBM compatible PC parallel port, IEEE 1284; 7) drive shall automatically configure itself to match the attached port; 8) drives supplied with detachable data cable; 9) connector supporting a pass through connection to a printer; 10) configurable for daisy chaining to additional drives; 11) power consumption not exceeding 20 watts; 12) power supply shall operate at 120 volts, plus or minus 20%, at 60HZ, plus or minus 10%; 13) drives shall be approved for use by Underwriters Laboratory and listed by them as EDP equipment; 14) drives shall meet the requirements of part 15 of the FCC rules for a Class B electronic device; 15) operating temperature range of 5 C to 50 C; 16) drives shall withstand up to 50G shock in storage with no damage; 17) drives shall withstand up to 5G of shock while operating without damage or loss of data; 18) mean Time Between Failure shall be no less than 50,000 hours; 19) drives shall not exceed 2'' high by 5'' wide by 9'' long; 20) drives shall not exceed 3 pounds, inclusive of power supply; 21) the drive's device drivers shall meet the following requirements: a) compatible with MS DOS 5.0 or higher; b) compatible with MS Windows 3.1 or higher; c) driver capable of loading into upper memory; d) driver shall require no more than 5KB of memory; e) configurable for LPT1 through LPT3; f) install after DOS boot through an executable or batch file; g) be interchangeable between different PC's and; h) support full drive single partition under all DOS versions; 22) minimum of 1 year warranty; and 23) standard commercial documentation, media and manuals shall be delivered for both hardware and software.
