A -- HIGH SPEED PLANING BOAT SHOCK MITIGATION MODELING EFFORT SOL N61331-95-R-0038 DUE 061995 POC Phillip Morris (904)235-5387/CAROL A. DREGER (904)234-4863. The NAVAL SURFACE WARFARE CENTER, DAHLGREN DIVISION, COASTAL SYSTEMS STATION, PANAMA CITY, FLORIDA, INTENDS To AWARD A SOLE-SOURCE CONTRACT TO THE UNIVERSITY Of MICHIGAN NAVAL ARCHITECTURE And MARINE ENGINEERING DEPARTMENT (UoM NAME) IN SUPPORT OF THE ONR NAVAL SPECIAL WARFARE (NSW) High SPEED PLANING BOAT SHOCK MITIGATION TEHCNOLOGY PROGRAM. The EFFORT INCLUDES THEORETICAL DEVELOPMENT AND EXPERIMENTAL VALIDATION Of A 3D PLANING BOAT DYNAMICS MODEL CAPABLE OF SIMULATING The ELASTIC/PLASTIC RESPONSE OF A HIGH SPEED PLANING BOAT OPERATING In HEAVY SEAS. THE TIME-DOMAIN MODEL MUST SIMULATE The HYDRODYNAMIC LOADS, INCLUDING STATIC, IMPACT, AND EXTRACTION CONTRIBUTIONS, For UNCONVENTIONAL 3D HULL CONFIGURATIONS (INCLUDING The 'CHINES-WET' CONDITION), AND THE ASSOCIATED RESPONSE Of A NONLINEAR MULTI-DEGREE OF FREEDOM LUMPED-MASS REPRESENTATION Of THE BOAT, FOR HIGH-SPEED SLAMMING CONDITIONS IN HEAVY SEAS. The MODEL WILL BE USED BY THE NAVY TO SIMULATE AND EVALUATE CONCEPTS For MITIGATING SHOCK LOADS TO BOAT OPERATORS. THESE CONCEPTS INCLUDE UNCONVENTIONAL 3D HULL SHAPES And INTERNAL ISOLATION TECHNIQUES. PRIOR To THE SIMULATION STUDIES, PRELIMINARY ESTIMATES Of CRITICAL PERFORMANCE BOUNDARIES ARE ESSENTIAL. UoM NAME Is UNIQUELY QUALIFIED TO PERFORM THIS WORK BECAUSE OF THEIR LONG HISTORY Of THEORETICAL DEVELOPMENTS IN NONLINEAR DYNAMICS AND HYDRODYNAMICS Of HIGH SPEED PLANING BOATS AND, IN PARTICULAR, THEIR UNIQUE ABILITY To PREDICT THE 2D HYDRODYNAMIC IMPACT LOADS For ARBITRARY-SHAPED, LOW-DEAD RISE GEOMETRIES INCLUDING SPRAY EFFECTS, The CHINES-WET CONDITION AND EXTRACTION EFFECTS. Note 22 APPLIES. (0137)
